Delays anger environmentalists °

OTTAWA _(CP)_— Ottawa is.
breaking a promise made in the
federal green plan to eliminate toxic
dioxin and furan pollution from pulp
and paper mills by 1994, environ-
mentalists say.

They are angfy at the announ-
cement by Industry Minister Benoit
Bouchard last week that some pulp
and paper. mills will get an extra two
years to comply with new pollution
regulations, which have been in the
works since 1989.

**1 think it’s outrageous,"’ said Bill
Andrews of the West Coast En-
vironmental Law Association, based
in Vancouver.

Andrews said the government has
caved into pressure from the pulp
and paper industry. ‘The name of
the game for the pulp industry is
delay.”

Dioxins and furans are byproducts
of the bleaching process used in
many pulp and paper mills. Scientists
say they contribute to the risk of
cancer and birth defects in humans,
although controversy over the degree
of risk continues.

Large areas of British Columbia
coastal waters are closed to commer-
cial shellfish harvesting because of
dioxin and furan contamination
from pulp mills.

his party’s environment critic, called
for the resignation of Environment
Minister Robert de Cotret.

Rebels’ bosses pin hopes on local

4. Like the brightly colored leaves on
the trees last fall outside the Com-
munity Complex, the Castlegar
Rebels looked great at training camp
and in their exhibition games.

But also like the leaves, the
Rebels’ hopes for a good season
soon fluttered and fell.

“*l was pretty disappointed
overall,’’ team president Russ Rilcof
said Monday.

Rilcof said he knew the Rebels
would be entering a rebuilding phase
this year but was encouraged by
what he saw at training camp.

“I was very enthused after wit-
nessing the training camp, the en-
thusiasm of the kids, the hard work
of. the coaches and the way
everything was coming together. Un-
fortunately we didn’t match our on-
ice performance with our training
camp.

“We unfortunately lost a number
of games at the beginning of the
season, many of which we should

Rilcof said the team seemed to
recover for a short time but the loss
of key players such as Tyson French,
whom Rilcof called ‘‘an inspirational
leader,"’ hurt the team and the losing
began again.

“Once you start a losing, down-
ward spiral, it's very difficult to turn
around,"*

Later in the season, injuries ham-
pered the Rebels, already short of
players because of ‘‘defections”’ and,
on longer road trips, work commit-
mens, Rilcof said.

“Then at the end when there’s no
possibility of making the playoffs
some other players decided it’s time
to jump ship.”’

Now, with four games left and
eliminated from the playoffs, Rebels
management must look ahead to
next year.

Rilcof and Rebels manager Don
Joice look enviously towards KIJHL
teams such as the Trail Smokies and
Columbia Valley Rockies who have

“They're able to maintain a won-
derful relationship with their Junior
A counterpart, the Vernon Lakers.
They’ve got this wonderful system,
this back and forth movement of
players who are able to play Junior
A for some games then go back and
play Junior B, and they keep enough
player traffic that both teams are
able to benefit as a result of it.
They've got interest, they've got
good hockey attendance, their
budgets are fairly flush and it's a
beautiful marriage.

“We'd like to affijiate with a
Junior A team if at all possible but
at the same time we have this con-
cern that they may end up taking
more from us than we can afford to
give. I don’t think we should ever
really} completely close the door on
that but it depends on who you'd be

But Rilcof and Joice also agreed

you with the number of players that
you would need and they could use

Rebels management plans to develop
local talent through the Castlegar
minor hockey system.

worked very hard to maintain a
midget team this year."”

Joice said minor hockey has
helped the Rebels this year and he'll

remaining four games. And next year
the Rebels may have more of a local
look.

“*There’s six or seven coming out
of (minor hockey) that are going to
be dismissed because of their age . .
and they'll move to the Rebels. So
next year there's a possibility there
could be as many as 13 people on
this club from Castlegar alone and
that is what's going to make the club
50."

But one immediate problem is a
lack of players to replace those
moving up to the Rebels, Rilcof said.

Next year, he said, Castlegar will
have few bantam-age players —
perhaps four or five — moving up to
midget hockey.

“Next year, regardless of what we
do, we may be facing a situation
where we have very: little control.
This is the low point in terms of the
minor. hockey cycle in which
graduating bantam players are going
to be moving into midget.

Ciccarelli's goal, big hit
knocks wind out of Canucks

LANDOVER, Md. (AR}— On a
night when Dino Ciccarelli scored his
400th NHL goal, he took particular
pleasure in a devastating check he

The Castlegar Rebels. will finish
last in the Kootenay International
Junior Hockey League’s West
Division but they proved there's
some fight left in the club with a 3-2
overtime win Saturday over the
Grand Forks Border Bruins at the
Castlegar Community Complex.

The win came 24 hours after the
Nelson Maple Leafs pummeled the
Jekyll-and-Hyde Rebels 9-2 Friday at
the Complex.

Dale Bonderud scored the winner
Saturday for the Rebels with 2:53
left in the overtime on a set-up from
Remi Lavallee.

The Rebels had taken a 1-0 lead in
the first period on Jeremy Thom-
pson’s goal. Corey Ross and Jarod
Beck got the assists.

With the Rebels’ Dave Healy off
for hooking, Grand Forks tied the
game with 5:08 left in the second
when Kyle Sunderman beat Rebels
goalie Matt Kolle.

Darcy Erichuk’s power-play goal

put the Border Bruins ahead 2-1 with
1:55 left in the game but Lavallee
pulled the Rebels even just 24 secon-
ds later. Bonderud and Rebels cap-
tain Rick Crqwe earned the assists.

Kolle stopped 60 Grand Forks
shots, 11 of them in overtime to earn
the win. The Rebels had 34 shots at
Lance Leslie in the Grand Forks net.
