This explains why such paing are taken in drafting city’ bylaws and why they are so voluminous in their contents. They must cover every pos- able contingency. A single error means big loss to the city, and the least bit of doubt about the meaning of any phrase orclause, means openings for lawsuits against the city, with possible lossca aggregating thousands of dollars.
