I served an appren- ticeship as an instrument maker and for a short period served in the Royal Navy as an electricial artificer during the Second World War. I worked in central Africa from 1949 to 1964, came to Canada Ida, two sons and a daughter. Initially tf was. employed at the Celgar pulp mill until | purchased Caldset Groceteria and Laundret. At the present time I am semi- retired. For the last three years, I have been chairman of finance for the first year and planning chairman for 1989 and 1990. I was also on the works and services and protective services committees. I took an active part in the reorganization of the city staff and the updating of the computer equipment, along with the relocation of the engineering department. The next three years | am con- fident will be the most challenging that council has ever had to face. The tax benefits of the new mill will not be available to the city until the construction work is completed. This means that extra financial burdens, such as increased ing due to the influx of additional workers, and the increase in traffic flows until the promised bridge is built, will have quite an impact. This bur- den cannot be the responsibility of our taxpayers. It has to be borne by the provincial gover- nment, B.C. Hydro, and the companies, all of whom will benefit the most in the long run. ALBERT CALDER K Recently, the commit- tee recommended to council the drawing up of a comprehensive development plan. This plan will provide the guidelines for future in the area of roads — major and minor — sewers, storm sewers, water and land use. There are no new ideas being Presented to increase our in- dustrial tax base. I have written to Victoria and received a list of possible cottage industry potentials in Castlegar. We have many. We have clay deposits that could be used for making bricks. We have the second-largest stand of birch in B.C. for furniture manufac- turing. In our area, we produce exotic metals such as “titanium that could be used in aircraft par- s. One of my concerns is the pulp mill expansion. I hope it goes through with all the safeguards. We need a second road through town to Celgar. I’ve explored the feasibility of building a road through town on the CP Rail right-of-way. This is but one option. It's being done in many areas of Western Canada. The overpass needs immediate attention, We have had one chemical spill — how long will it be before we have another one with serious consequences? We need a recycling program to be implemented immediately. The overhead B.C. Telephone cables and poles downtown and the length of Columbia Avenue are ugly beyond belief. They should be underground. The young people in this town need a place to gather in the evenings, a place with food con- cessions, games, a parking lot under bright lights to show off their cars. We must increase our home care services to the elderly. We've had many people working together to achieve the goals of this city. We have already seen a new library built, a beautiful new Aquatic Centre, new businesses in the Industrial Park as well as in other areas throughout the city. Churches are expanding, there’s the hospital expansion, major renovations to the high school, a new long-term care home is being built as well as several new homes. You can hear nails pounding all over town. like that sound. It’s progressive. It’s positive. The potential for further im- provement is phenomenal. 1 commend those concerned in their bid to try again for revitalization of the downtown core and I certainly support such \ @ project. I don’t think any of us ever wants to hear again about a visitor not wanting to return to our city because it is unsightly and unattractive. Revitalization can give our community a much- needed boost of pride. Hopefully, this revitalization will rub. off on the rest of the com- munity. It sure would be nice to be called ‘‘the garden city’’ once again. Support of Celgar’s moder- nization is another positive step. It's been enlightening to see everyane rally together on one common ground for the better- ment of all. The time for growth and opportunity is close at hand as we wait anxiously for words of approval on the pulp mill’s ex- pansion. Well, I want to be Javolved with with Cominco as a winder elec- trician. I've worked for Cominco for about 11'2 years now I married my wife, Myra, 91% years ago. We have three children, Michael, 8, Kyle, 7, and Kristine, 242. We've been calling Castlegar home for about 2% years now. Previously, we lived in Kimberley for 12 years. I'm an active 10-year Lions Club member, both here and in Kimberley. I’ve served as president, secretary and currently I'm the chairman for the 1991 West Kootenay Trade Fair. While in Kimberley, I was a member of the Rick Hansen Man in Motion committee. I served a term as alderman in Kimberley, serving on various council com- mittees. A lot of people have asked me the deci: king — that will help shape the future of Castlegar — a future that I look forward to being a part of. And I’m tired ‘of electing people who don’t represent my point of view. I believe that it is time for a change on city council. We need a council that is objec- tive, a council with a realistic outlook and good old common sense to lead us into the future. My husband and I have a daughter and two sons. Most of their school years were spent here. My 13 years in Castlegar provided me with the opportunity to be involved in a wide range of community activities and projec- ts. Prior to that, | taught in Trail. The next three years are critical to the citizens of Castlegar. Much good ground work has been laid by the current council. However, there are many major decisions that must be made and made soon. We need a strong council, willing to work hard as a team. I believe it’s going to require much time and energy, particularly in the early part of the year. The comprehensive development plan due in February will be the background on which many of the decisions will be based. Issues that must be addressed include a paving program, problems with traffic and Columbia Avenue in general, an alternate route through north Castlegar, beautification of the length of Columbia, the location and extent of a building for our RCMP and upgrading of water and sewer services to name a few. Add to this the decisions to be made regarding recycling when our area advisory committee and volunteer coordinator have their recommendations ready. There are many inquiries weekly con- cerning recycling. We are all anxious to get started but must feel confident that we have a very sound proposal before asking our voters for funds. I have worked for Westar for the last 36 years, holding several jobs. I spent several years as a plant chairman and job steward of the IWA plant committee. I was on staff for 7% years as shift foreman, and then became the fire and security chief and safety coordinator for the entire plant. These jobs involved plan- ning, incentive programs, budgeting and manning I have been with the city fire department for 26 years, four of which have been as an engineer and five years as a captain. | am a certified heavy duty equipment operator with an air brake ticket I served two terms as alderman in the past and was directly involved in: a fire firefighting program; fire prevention education to the public; preventative maintenance program for the fire equipment; mutual aid agreement; pur- chasing of a new full-sized fire truck; rebuilding programs for pumpers 3 and 4; upgrading of the water and sewer mains; upgrading of the city’s lighting; and cleanup of city work yards and shops. In my two terms as alderman, I talked to several provincial ministries on such areas as roads, debris on the Arrow Lakes, logging, silviculture and tourism. I have lived. in Castlegar-all my life and believe in it more today than ever before. We are a community showing growth, with this year alone over $14 million in building permits. Castlegar needs to continue to exemplify - leadership and en- couragement to anyone showing interest in our area, be it business, residence or travel. Beautification throughout our community will improve our image of pride and ownership. The rebirth of a downtown revitalization plan and the new tinues to seek solutions for Columbia Avenue is constantly under review and we are promised a Robson/Castlegar bridge when the Celgar moder- nization is announced.
