“CASTLEGAR” NEWS; nrninrsday Sept, °9,71964 “CASTLEGAR. NEWS: “Here let the press the people's. rights Established in. Nineteon unawed by Hundred and Serarch by sala? ni Teachers Must. Justify Salary Increases The president ‘of ‘the B.C:: School’ Trustees Association, ‘Jim Gray ‘of :'Trail, made a darn good: attempt .at cutting ; the ground out from under Castlegar , school district trustees when they come ‘to bar. gain with area teachers this fall. And he’ did the same for the trustees of” ‘every other school district in this ‘province. Said Mr.:Gray in a press release, is- sued by his association (and printed else- where in this paper): ‘Trustees have no desire to prevent cara from sharing in the exp the same_aS any other | wage and salary earn- ers.” To us this sounds very much like saying that just because pulp mill work- ers, forestry workers and smeltermen have won pay raises, naturally the teaching pro- fession deserves one, too. This is so much hogwash. Teachers deserve a raise in pay only if they can make out a satisfactory. case :for such an increase just as the pulp mill Car ‘Customer’ From a recent advertisement by Duncan Parking Meters in Civic Adminis- tration Magazine: “A motorist is not a customer until he finds a place -to park, 2 workers, forestry employees and smelter-\ men have had to’do. If Castlegar trustees and other. trustees in the province enter negotiations with the attitude of Mr. Gray, they’ll be beat before they start. And we taxpayers will be left footing the bill. ‘We suggest that the proper course for’ ; the president ::of> the provincial School: ‘Trustees Association is to issue admoni- tions to member boards to hold. the line on salary increases and to go into bargain- ing sessions ready to do battle to hold © .the line. We'd also suggest that the as- sociation’s . president should issue some press releases dealing with the present government salary grant system. We don’t know anything at all about it but it ap- pears, from what Mr. Gray says, that we taxpayers will carry the full brunt of any increases without any help from the pro- vincial ‘treasury. This should: make trus- tees even more conservative in their bar- gaining since their ratepayers will be foot- ing the bill, but it should also make: them that much more determined to bring'pres- sure to bear on the’ department of educa- tion for a more liberalized grants policy. We don’t know of any Castlegar and district business. — from Columbia Cel- lulose Company to the corner’ grocery— . that automatically issues pay raises every year: Employees have to’ justify them, and . teachers should have to do the same. ‘Money Bylaws. Should Go to the People “Why a vote on money bylaws?” asks - a recent editorial in the Trail Times. The editoria] then goes on to suggest that now might well be the time to revise the mun.’ icipal act to allow councils to implement money bylaws without referral to their ratepayers. The argument advanced by the Trai} Times is that a’ money bylaw has never ' been rejected by the taxpayers of that ‘city anil that, in fact, only a small percentage of ‘those eligible to vote usually turn up at the polls to exercise their franchise. “A “great deal of Trail’s: municipal indebt- edness:‘today has. been approved ‘by .as few as 20 per cent and less of eligible vot- - ers,” notes the Trail editorial. : What the Times has overlooked is that a municipal council. can,’ in certain , cases, adopt a money bylaw ‘without “ai vote of the: people unless 10 per cent of those eligible to cast ballots request the opportunity for everyone to-do so.. It al- so fails to give due regard to the fact that money bylaws require the approval not just of 50 per cent-of those who.vote, but. the: approval of 60 per cent of. those "who, actually cast ballots. In this way a most definite majority of those who vote::is ; needed to approve the borrowing of large. suins of money for capital projects: such as blacktopping, sewerage ‘systems and:, water distribution systems.
