SUN STAFF PHOTO / Derek Zeisman Province announces new union bargaining for health sector Submitted A new bargaining structure for the health sector will pave the way for the final phase of the government's major reform ot the health care system, says B.C.’s Minister of Skills, Train- ing and Labour, Dan Miller The Health Sector Labour Relations Regulation will estab lish multi-employer province wide bargaining-units coverings the 96,700 members who work for employers in the Health Employers Association of B.C. Current collective agreements will be maintained until they expire, but upon renewal the number of collective agreements will be reduced from 200 to five “The new bargaining structure will improve flexibility in the health sector while protecting the interests of employees,” said Miller. “The report indicates only five per cent of employees will be affected by a change in union membership and their benefits and seniority will be portable.” The regulation is the result of recommendations contained in a report by the Health Sector Labour Relations Commission, which was appointed by Miller under the Health Authorities Act Commissioner Jim Dorsey's mandate was to address union representation issues surrounding the health sector's transition to community and home-based ser- vices. Dorsey's report outlines a Process to implement a new bar- gaining structure “The commission had strong participation and cooperation from affected unions and employers,” said Miller. “The parties were invited to provide input on a proposed bargaining structure. Some of that input was included in the final repost.” The 1991 Royal Commission on Health Care and Costs deter- mined that a large number of bar- gaining units works against the development of a skilled health service sector with uniform terms and conditions of work. Study shows B.C. forest managemen Submitted A summary of research com- paring B.C.’s Forest Practices Code with legislation in five other jurisdictions around the world shows B.C. ranks among the world’s best, says Forests Minister Andrew Petter. “The Forest Practices Code's requirements for integrated resource n@™Magement, high per- formance standards for forest companies, and opportunities for public participation in forest management, planning and moni- toring put B.C. in the forefront of sustainable forestry,” said Petter. Information in the summary, gathered by Westland Resource Group, compares B.C.'s Forest Practices Code with similar legis- lation in Ontario, the U.S. Forest Service (federal legislation in Washington and Oregon), Wash- ington (state legislation), Sweden and Tasmania These areas represent five of the 14 international jurisdictions whose forest practices are current- Canada has one of the highest t improving ly being researched by Westland Resource Group for the provincial government Highlights of the summary include + Only B.C. has legislation that applies to all of the following public input, biodiversity, visual- ly sensitive landscapes, old growth preservation, soil conser- vation, First Nations consultation and domestic water quality. + B.C. has the second-largest no-barvest zone alongside streams. The U.S. Forest Service has the largest, but it applies to a much smaller land area. + B.C. is one of only two juris- dictions that} combines penalties for code violations with system- atic audits to verify compliance + British Columbia is the only jurisdiction that provides protec- tion to individuals or groups who alert regulatory authorities of for- est practices infractions — so- called “whistle blower” protection.
