Kristiansen, a member of the New Democratic Party, expressed concern over Wilson's means of slashing the budget, including cutting federal transfer payments to the provinces for education, health and welfare. The cuts will likely cause stagnation and a two-tied system in B.C.'s health-care system, Kfistiansen said. “It’s not a particularly cheerful situation,’’ he said. But Rossland-Trail MLA Chris D'Arcy said the cut in B.C.’s transfer payments — about $120 million — is only a fraction of the province’s total budget and ‘‘is not a significant cut.’’ “1 would suggest the political outrate expressed by (Premier Bill Vander Zalm) and finance minister Mel Couvelier) is greatly overstated,"’ D'Arcy said, adding the federal government had little choice but to cut spending since it raised taxes last year. Valcourt nad resigned as affairs minister last August after nearly killing slam Ottawa’s attempts at cuttings its deficit when he has repeatedly criticized the federal government for its deficit management. “‘He seems to be saying the federal government should cut spending in the other nine provinces but not in B.C:."’ D’Arcy said, adding, ‘‘fed bashing is an old and revered tradition” in B.C. The cancellation of the Polar 8 icebreaker contract, promised to a shipbuilding firm in the Lower Mainland, was only a promise, D’Ar cy said, noting Ottawa will still be helping to pay for the new natural gas Pipeline being put in to Vancouver Island. “It’s like the government is saying, “We're not giving you the extra Por. sche we promised you but we're not continued on page A2 Celgar to hold open house By CLAUDETTE SANDECKI Staff Writer. Gelgar Pulp Co. will hold an open house Wednesday in the Fireside Inn banquet room to allow area residents to ask questions about the proposed expansion project, Celgar pulp mill manager Jim Browne said Friday. A number of Celgar officials, in- cluding Browne, industrial relations manager Ron Belton and Lorne Par- nell, —a—representative—of —one—of Celgar’s parent companies, will be on hand for the open house which will run from 10 a.m. to 4p.m. and from . 6 p.m. to8 p.m., Browne said. As well, members of the committee overseeing the major project review process Celgar is going through will be available to answer questions about the newly created process, representative of the Ministry of En- vironment and committee co- chairman David Parsons said Friday. The Wednesday public meeting is to make an announcement on what Stage of the process Celgar is at by the end.of March. The committee can ask Celgar for more inforgation or more detailed studies in certain.areas, approved the company’s proposal in principle or reject the expansion plans. Browne said Friday he was unaware of the tentative schedule but he is pleased to hear the committee plans to make an announcement by the end of March: “We were getting nervous’’ about the amount of time the process is taking, Browne said. Browne said he had not heard of the Wednesday public meeting date before being informed of the tentative schedule’s existance by the Castlegar News Friday. However, the committee has received over 300 submissions so far and they are still coming in despite the Feb. 16 submission deadline, he said, adding the committee received 25 to 40 submissions each day last week alone “Tt still hasn't slowed to a trickle,’” Parsons said.
