The decision of the provincial liberal-conservative conference at New Westminster that the next election should be fought on party lines has aroused violent opposition from the Victoria Colonist, one of the leading assailants of the pres- ent government. - It is also op- posed by the Vancouver News-Ad- vertiser, which makes the plea that we already have three parties—the Turner, Semlin-Cotton, and Martin parties. The underlying principle of con- stittuional government on party lines is that a recognized party shall be held responsible for the perform- ance of the pledges on which it goes before the people and for their re- sults. A party is generally under- stood to be a combination of men who advocate certain principles of government and certain definite measures in accordance with those principles, which shall meet the exi- gencies of the time. It is judged by the voters according to its fidel- ity to those principles and its ability in putting them in operation, when entrusted with the reins of govern- ment. This system has worked well in federal affairs and party lines are drawn closely in every province ex- cept British Columbia. Each party in each province stands in the same relation to the whole party of the Dominion as that of a division to the army of which it forms a part. The Boers had been preparing to dispute the passage of the river for five weeks by throwing up entrench- ments on both banks ata point where they would have the procec- tion also of the timber and brush. To attack the position, the British infantry had to advance in the open and it appears that the Boer fire of musketry was so accurate and steady that no progress was made and this mode of attack was aban- doned as involving useless’ slaugh- ter. The British artillery appear to have ed the Boer to pieces and driven out the defend- ers by a most persistent bombard- ment and, after thus demoralizing them, to have pushed a small force across the river. Reports so far received give no clear idea of which direction the Boers took when they retreated. The general assnmption was that they had withdrawn to Spytfontein, where they had proposed to make another stand, but the latest from the front is that Cronje’s army is in full retreat on Bloemfontein, the capital of the Orange Free State. The reported arrival of Lord Meth- uen’s advance guard in Kimberly tends to confirm this news and indi- cates that no attempt was made to check the advance of the relieving force at Spyfontein. Therefore, while General Roberts was on his way to the Cape, he arranged an armistice, which was quickly followed by a treaty, in which he recognized the independ of the Tr 1 un- der the shadowy suzerainty of the British crown. When General Rob- erts reached the Cape, he found that the war was over and received orders to return home. It is doubt- ful if he even saw a Boer. i Should he go to the Cape now, he might have the same experience as Lord Wolseley in the Zulu “war. After the defeat of Isandula. that general was sent out to supplant Lord Chelmsford, who was then in command, but before he reathed the front the latter had retrieved his réputation by the complete over- throw of the Zulus at Ulundi. It is possible that within a few days a hattle may be fought on the Tugela river which will decide the issue of the war, and Buller may be wearing the laurels of victory before his suc- cessor reaches the scene of hostili- ties.
