The scheme has been exposed by Mr. Smith himself, who told how George Kennedy offered him a place in the cabinet and offered, as an inducement, the withdrawal of the injunction proceedings. Mr. Smith’s exposure has raised adiréct issue of fact between Mr. EAI rr iin SE Martin and his emissary, Mr. Ken- nedy. Itd ates anew that British pluck and tenacity can wrest victory from the jaws of de- feat; can learn from failure those lessons which are necessary to the achievement of success. The humiliation of 1881 is at last wiped out. It is peculiarly fitting that this task should be accomplish- ed by the man who was called back from its performance 19 years ago. The flag of the empire has been raised over Pretoria, never again to be hauled down; never again shall the name of Briton become a -term of reproach in South Africa. Under the folds of that flag Briton, Dutch- man and all other.nations shall en- joy equality, treedom, security and justice—blessings of which it is the synonym and to which the Trans- vaal ‘has long been a stranger. —_—_——— MARTIN UNMASKED. After all the flourish of trumpets with which Premier Martin exposed the late government's transfer of coal land under Nanaimo harbor to the New Vancouver Coal company and with which he instituted pro- ceedings to enjoin that company from mining that coal, the whole hens this matter has been men- tioned to me I have said that I wanted nothing whatever to do with Mr. Smith. He deliberately lied to me about a small matter last win- ter and since that time I have not had any use for the man.” . Here is Mr. Kennedy's account of the interview which led to his mission to Mr. Smith: “(Before paying a visit to Nanai- mo, in the latter part of April last, I, with others, urged. upon Mr. Martin that, with a view to strengthening his government and making a winning fight against the Turner-Conservative combination— then, as now, the only alternative in sight—it was most desirable that both Mr. Brown and Mr. Smith should be taken into the cabinet— the position of president of the council being vacant, and it being understood that Mr. Ryder would retire from the finance ministership. Mr. Martin expressed himself as perfectly willing to strengthen his government in this way, and men- tioned that,’in Mr. Brown’s case particularly, he had made strong efforts to that end before. With regard to Mr. Smith, he was wil- I wished, to have him come in, «*As I had always taken the view, and expressed myself plainly to Mr. company, mistaken - one, in. Vancouver, policy. Mr. Martin, however, in- sisted that his course had been and was the right one, and refused to withdraw from or modify it. He said the suit against the New Vancouver Coal company for the recovery of the letters patent grantec by the late Semlin-Cotton government would not be withdrawn so.far as he was concerned, and that the only concession he would make, which he said he had already announced, was that, after the election, he would submit the whole matter to his colleagues in the gov- ernment, and a caucus of the gov- ernment supporters, and be guided by their decision.” Mr. Kennedy here gives his lead- erthe lie and confirms his state- ment of his desire to secure the support of Mr. Smith as a member of his government. _He-goes fur- ther and, in effect, admits that the question of dropping the injunction proceedings against the coal com- pany was considered in the bargain and that Mr: Martin expressed his willingness to submit that matter his supporters. These statements not only prove that Mr. Smith’s’story of Mr. Ken- nedy’s proposition was true. They also prove Mr. Martin's utter con- tempt for the truth. They show, further by what species of trading Mr. Martin has sought‘to buy ad- herents. Not only would he throw out the stopgap Ryder, but he would sacrifice those rights of the people which he pretended that his predecessor which he pretended to be the cham- pion in his suit against the coal company.
