It is a feder- al Crown corporation that exists to promote and assist most types of businesses in Canada at either the start-up stage or at some other stage in their development. It pays particular attention to the needs of small and medium- sized businesses. The FBDB offers three principal services to Canad: bu: guarantees and financial planning), investment bank- ing and management services such as counselling, training and information. FBDB offers flexible fi- nancial services. Term loans allow its customers to ac- quire fixed assets. These loans are offered at floating rates or rates fixed for vary- ing periods of time. Term loans can also be ex- tended to finance many other business proposals, including the purchase of an existing business and to replenish or increase working capital. Program, the bank offers three services; Finan- cial Matchmaking which is a referral service whereby business people with money to invest are matched with business people seeking in vestment. Programmed Do-It-Your- self Kits provide all the forms, documentation and explanation necessary to help a small business operator draw up the plans required for many aspects of his bus- iness. Packaging of financing proposals is a service avail- able for larger projects. The bank will undertake an analysis of a client's existing or proposed business and, in conjunction with the com- pany and its advisors prepare a comprehensive report that ean be used by finaneial or governmental institutions to properly assess the client's application for funding. Mike Wilson, branch man- ager of the bank's office in Cranbrook says, “The bank extends its services to the West Kootenay through re- gular visits. Most centres are visited once a month, al- though there is no need to wait for regularly scheduled visits to enquire about as sistance. “If the situation warrants immediate response, ar- rangements can be made for bank staff to visit the area. Wilson also points out that FBDB also offers a wide variety of cotisultative and business skills services to business people. These seminars are fre- quently offered in the West Kootenay on specific busi- ness topics ranging from computer technology to per- sonnel evaluation. Partici- pants receive a case study workbook and are encour- aged to ask questions both during and after the seminar. In addition to the semin- ars, FBDB can offer business people a series of nine man- agement clinics on topics re- lated to business operation. Participants in each clinic are given a case study work- book and shown a 15-minute videotape on the subject. If enough interest is shown by local residents the manage- ment services division will come to a community and put on a series of clinics. FBDB publishes a four- volume series entitled “Mind- Your Own Business. gives the reader information on how to organ- ize and manage a business. ‘These books are provided to business people on request, free of charge. The bank is also currently computerizing its informa- tion on government pro grams for small businesses. When the computerization is complete FBDB officers will be able to quickly “call up” information on any govern- ment program in existence that could help someone get started in business. Another popular service offered by Federal Business Development Bank is its Counselling Assistanee to Small Enterprises (CASE). Under the CASE program, individuals interested in be- involved in those already engaged in a small business enterprise — can obtain professional ad- vice and reports from succ- essful retired business people for a modest fee. There are 275 counsellors in B.C. who can offer advice to small business owners. That covers nearly every type of business in the province. FBDB currently has 19 counsellors in the East and West Kootenay area. If none of these can help they will bring someone else in from around the province or if need be from another part of Canada. The business person only pays for the counsellor’s time. Anyone interested in the CASE program is invited to call Ed Delamont, the CASE Co-ordinator for the East and West Kootenays. Wilson stressed that the Cranbrook office of the Fed- eral Business Development Bank would be more than willing to jist local entre- preneurs in any way possible and provide further infor- mation regarding any of the Bank's programs.
