military industrial complex is so persuasive and influential
that congressmen and senators in the U.S. are no longer able
to make a rational decision when it comes to cutting back on
military spending because of the country’s dependancy on
military spending for jobs.

“It creates a force which demands an even larger
increase in the military budget,” Cadman says.

Cadman notes that many companies in Canada, such as
Canadair, General Motors of Canada, Garret Manufacturing
and Lytton Systems are relying on military contracts. He
predicts a “di ion in the ” if these are

In the U.S., many major companies such as United
Technologies, General Electric, Boeing and Hughes Aircraft
are becoming dependant on government spending for
military acquisitions.

Most of these companies are working on innovative
designs for military technology, Cadman said.

He noted that these companies are beginning to move
away from the production of consumer goods. Cadman
explained that what happens in this situation, is that while
U.S. companies are working on military developments,
countries like Japan are putting their money into consumer
goods.

Cadman said this situation is “distorting the economy
towards military production at a cost of production of
consumer goods which means the U.S. has a net deficit in
trade.”

Cadman quoted one source who estimated that 45 per
cent of machine tools in the U.S. are currently imported. He
estimated that the same figures apply in Canada.

'We are losing the edge in the production process,” he
said. “We are importing productive technology. It has never
occurred before in the whole post World War Two era.

Cadman noted that military spending accounts for “a
sizeable portion of the Canadian deficit.”

Although he didn’thave any specific figures for Canada,
Cadman said that in the U.S., more than 65 per cent of the
federal deficit is related to military spending.

He said money is removed by the government from the
private sector, which results in an increase in interest rates.

When asked what can be done about the situation,
Cadman replied, “In this country, it’s high time we had a
white paper on defense policy.”

“We need to look at military procurement,” he said. “I
think we have got to look at the extent to which the
government, through industry grants, stimulates the
military sector because of longer long-term dependancy.

“We would be better off at looking more closely at
long-term needs at creating a sustained economy.”

Cadman noted that a job in military production costs
twice as much as a job in the services sector, and two-thirds
as much as a job in the manufacturing sector.

“We have got to look at using government dollars to
generate productive capacity,” he said.

Although Cadman admitted that increasing military
spending creates jobs, he added that it is only short-term job
creation.

“I think we have to do an analysis of Canadian defense
needs,” he said. “What are our specific requirements?

“We don’t need to try and get a larger slice of the
American production pie,” he said. He added that Canada is
the ninth largest exporter of arms on a per capita basis. In
fact on this basis, Canada exports more arms than the U.S.

“We had huge arms sales in the 70s to the Shah of Iran,”
Cadman notes.

will be put into the plan than anything since the space race
began.

“It is attractive in the long run, but who is going to be
the purchaser? Government and only government.”

He said in the long run the Canadian government is
going to have to decide how much it is willing to forego in
order to finance that kind of priority

“It's an escalation of the arms race that can lead
nowhere but to stabilization of deterrants.”

He claimed that once one superpower has the edge,
there is an initiative for the other side to catch up. He called
this “huge wasted resources” because although the U.S. will
gain an edge the Soviet Union would follow shortly

But Cadman noted that both the U.S. and the Soviet
Union have got “more destructive capabilities than anyone
needs.”
