Simon Fraser University business professor Steve Havlovic has researched the safety records of B.C.’s forest industry over the past 50 years to determine the rea- sons behind the consistent drop in deaths. “It’s encouraging to look at this block of time and see the improvement,” says Havlovic. “Fifty years ago, as many as 76 workers lost their lives in accidents; by 1991, the number dropped to 20.” But as Havlovic says, “I’m not sure we should rest un- til everyone is coming home at night.” Havlovic says the large number of fatalities in the early 1940s was directly re- lated how wartime, when qualified men were called t fight while those with little or no experience took on forestry jobs. “In the late 1940s, the IWA started negotiating con- tracts and building on the safety committees that were established in the 1920s by the Worker’s Compensation Act. These collective agree- ments, along with the Work- ers’ Compensation Board gave teeth to the laws that were on the books.” In 1957, life-jackets be- came mandatory for boomers, reducing the aver- age of five drowning death: a year to zero. Increased en- forcement and penalties came into effect during the 1960s and in the following decade, a new emphasis was placed on accident preven- tion.
