The public meeting begins at 9 a.m at the Sandman Inn and is one of 28 scheduled in communities around the province. Curtis began the hearings Sept. 5 in Port Hardy and will conclude them Nov. 6 in Parksville Castlegar will be his only stop in the West Kootenays. Castlegar council will be one of the groups making a written submission at the hearing. Council's submission - which was unveiled Tuesday night in draft form — will focus on possible incentives to industry. Ald. Albert Calderbank, chairman of the administrative and finance com- mittee, said the city would like to see , the province adopt incentives to make it attractive for industry to expand or modernize. Calderbank said the current system discourages expansion or moderni zation because any improvements “automatically increase your taxes.” As well, he said the city will express its dissatisfication with the revenue sources available to municipalities. He says also the city is unhappy with the general way municipalities must collect and distribute taxes. One suggestion on the draft form paper — which was not made available to the media — apparently suggested allowing businesses to defer taxes in some way. That brought a protest from Ald Len Embree, who said he could not support deferring any taxes from in dustry which now go to pay for local education. Embree said he couldn't see how de ferring taxes on industrial equipment will help the community By CasNews Staff The City of Castlegar has decided to pull out of the Central Kootenay Re gional District's planning function des pite a plea from Nelson Mayor Louis Maglio to continue funding regional planning. Instead, Castlegar council told the regional district it will consider taking part only on a limited basis in specific planning projects which have an impact on the city or are of interest to the city. “We'll go in more or less on a choice system,” explained Ald. Bob MacBain, council's alternate representative on the regional district board. MacBain also said the city will “save a lot of money.” Last year Castlegar contributed $49,000 of the $360,000 regional plan- ning budget — the largest share of any 1 out — contributed about $16,500. Castlegar and Creston were able to opt out of the planning function under the provincial government's Bill 9, which no longer required municipal. ities to fund regional planning.
