In the last par- liament the conservatives had only seven out of forty members and were practically disorganized and without a recognized leader. When Hugh John Macdonald took the . Such a change of sentiment must be ascribed to other reasons than the personal popularity of Hugh John, and shows that the people re- ‘sent any alliance between the fed- eral and provincial governments to advance the interests of the political party in power at Ottawa. It was this same cause which overthrew the Norquay government in 1888, and placed Mr. Greenway and his friends in power. Provincial rights as opposed to federal interference in provincial affairs was the policy on which Mr. Greenway retained his hold on the people of Manitoba for the past twelve years, and it was his determined stand on the Manitoba sckool question, when the Dominion parliament proposed to grant remedial legislation to the separate schools of the province, which contributed ina great de- gree to the defeat of the conserva- tive party in 1896. To first capture the provinces and through them to win in a general election, was the policy of the lib- eral party when in opposition, and it was fonnd to be successful.
