Cheap timber hurts Canada Editor's note: U.S. producers and government officials say Canada’s low stumpage fees are a subsidy that's hurting the Canadian forest industry and taxpayers. This is the second in a series on the U.S.-Canadian lumber dispute. By DON RAMSDEN Canadian Press TACOMA, Wash. — Canada is only hurting itself by subsidizing timber and the crunch will come when its forest industry runs out of trees, say industry and government officials in the U.S. Pacific Northwest. Cheap timber has enabled Canadian producers to grab a bigger share of sales of wood products in the United States, but at the expense of proper forest management and reforestation policies in Canada, the officials say American outrage over these alleged subsidies, which Canadian lumbermen deny exist, has led to a stiff 36-per-cent tariff against imports of Canadian cedar shakes and shingles. It also has prompted another petition for a countervailing duty against imports of Canadian softwood lumber. THREATEN JOBS Imposition of a lumber tariff would threaten more than 60,000 forestry jobs in Canada. Hundreds of British Columbia's 4,000 workers in the cedar shake and shingle mills were laid off in early June after the tariff was applied on those exports. But Kuehne said Canadian penetration of the American m,arket over the past few years in these commodities has cost about 30,000 jobs in U.S. mills. In Washington state alone, forest industry employment — including mill workers, loggers and the shake and shingle sector — has dropped to 37,000 from 55,000 he said. Furniture is constructed primarily of pine, fir or spruce, with cedar available on a limited basis due to short supply.
