Charles and have been carried through in the face of virulent op- position from the liberals. Sir Charles showed that the greatest work for which the present govern- ment claims credit—the revision of the tariff—involved an abandonment of the recognized liberal policy and the adoption of that of their oppo- nents. He showed how terribly, the Laurier government has blun- dered in its movement for preferen- tial trade with Great Britain and for a commercial treaty with the United States, and how utterly it has failed to promote rapid steam- ship connection with the mother country. In the past the liberals are con- victed of persistent obstruction to every measure designed to the up- building of the nation. Because those measures have been crowned with success, they seek to avoiddis- cussing them by sayiny they are an- cient history. But a political party, no more than an individual, can separ- ate itself from its past. It must be judged by its whole record. The| liberal party has persistently de- cried the country and showed a lack ofthat confidence in its resource and the capacity of its people, which is an essential part of patriotism. It has developed a great faculty for criti- cism and tearing down the work ot its opponents, but that is only negative work. Since it has attained to office it has been called on to display the posi- tive faculties requisite for building up and has proved itself la- mentably lacking. It kas proved false to its pledges on the tariff question, stealing the policy of its opponents and making a botch of it. Ithas attempted to evolve a policy of its own on other kindred questions and has botched them also. It has so shamefully misgov- erned the Yukon territory as to make Canadian officials a bye-word for corruption the world over. It was so conscious of its own guilt that it shirked investigation by an impartial commission. Sir Charles Tupper is a veteran in the political arena, but no man who heard his vigorous arraign- ment of the liberals last night could doubt that he still possesses, in his old age, the same energy which he has used to such good purpose in the public service. When the op- portunity comes, the people of Can- ada will again place the tiller in his hands, confident that it will be guided by a firm hand, behind which will be the calm, ripe judgment through whose aid the ship has weathered many a storm.
