It may have been heresy to the high priests of economies when Canada's, Catholic bishops issued their famous 1983 New Year's statement on the economy. But all they were trying to say was: There has to bea better way. So says Gregory Baum, a Toronto thedtogian and himself no stranger to heresies. Baum, 60, has just written a book with Ottawa political economist Duncan Cameron defending the bishops. Entitled Ethics and Economics, their book indludes the bishops’ statement and a post-mortem on an economic and social system the two authors say has broken down For Baum, a refugee from Nazi Germany who found himself in a British internment camp until he came to Canada in 1942, it’s a curious position to be on the same side as the bishops, his former employers. He left the priesthood ih a huff over policy. Now he says the bishops’ statement, which accused the federal government of immoral handling of the recession, is only part of a new direction the Catholic Church is taking in Canada. SHIFT TO LEFT Baum says there has been a decided shift to the left in Catholic thought over the past 12 years. The New Year's statement, which prompted savage criticism from politicians, economists and business leaders, was only part of that trend. It wasn't the bishops’ first attack on the system — there were similar statements for Labor Day in 1976 and It was an attempt, he says, to articulate the concerns of thousanids of ordinary Canadians who aren't quite sure the system is working the way it's supposed to. In fact, the system and the economic levers those in power use to direct it.isn’t- working at all anymore and it was time somebody said so, Baum adds; “] think the bishops are more insightful than many of the politicians who have become prisoners of their own system and can't see what's wrong. The churches feel their only power is through society.” . WHY REACTION? That's pi ly why the prompted such heated reaction, he says. Why else would something that basically only condemned high unemployment spark such bitterness? “The bishops’ statement was seen as an intrusion in what is normally the affairs of government and business leaders.” The clerical argument wasn't really important. The bishops’ gall was. “Those in power have become socially isolated and they don’t have any contact with the unemployed,” Baum says. Government deliberately plans economic scenarios around a permanent unemployment rate of 10 per cent yet still talks of growth and recovery. “The bishops addressed their letter to ordinary Canadians, not the politicians.” Baum believes society has gone from a benign capi- talism that could assure security and comfort for those who played by its rules to something just as disruptive as the Industrial Revolution. rhy grocery Bat. although the managed by non-natives, So is the gas station. Native leaders, who hope to cut government apron strings over the next few years, are ing to understand that creating a pool of skilled managers is as important as self-government and improving a band’s social environment. TRAINS MANAGERS The Stoneys are the first Alberta band to take part in a University of Calgary project aimed at turning out savvy native managers and perhaps developing a model to help other native businesses. The project, funded by a $175,000 grant from the Donner Canadian Foundation, wants to do more than teach fundamentals such as business accounting and marketing. Its supporters hope to blend good business practices with the traditional native way of doing things and still produce a well-run enterprise. For a business operating on an Indian reserve, different things matter, Reserves are generally small, closed com- munities where relationships are close, said Thompson. : He doesn't stress competition, arguing the social aspect is often more important to natives. If profit is the main goal, “you're going to run into trouble.” Marketing takes some special care since most natives resent the hard sell, said Thompson. “They're very to being sold hi don't need.” But Thompson and Powderface realize native managers will have to take a diff pproach in operating outside the reserve, such as the Chiniki Res- taurant. “We're trying to pull the best of two worlds together,” said Powderface.
