Despite his overwhelming defeat at'the polls, it is certain that Mr, Martin will not surrender office without resorting to some of his pe- culiar tricks to hold on. He will no doubt endeavor to torm combi- nations with every independent and with the small remnant of the Pro- vincial party. But the — straight Conservatives and the Turner Conservatives will form a solid pha- Janx which hecannot break into and which will outvote the Martinites, Provingials | and Independents. Thus Martin will be compelled to step out and give place to a Con- servative government with a smal! mixture of Liberals. But Martin is looking beyond the immediate future. He will do his utmost to unite all the Liberals in the legislature under his leadership, He made a strenuous effort to in- duce the Liberals to fight on party lines under his leadership and he has not yet given up hope of ulti- mate success. He marks out as “Independent Liberals” those can- didates who-ran as independents in opposition to him. His evident purpose is to work upon their Lib- eral prejudices until he induces them to come out from among those hated Conservatives and join him. That he has been in a large degree successful is evident from the con- ‘ditions in this riding. With all the repugnance which many Liber- als showed to Martin, there was but a corporal’s guard with whom _ this Prejudices was stronger than that which they harbor against a Con- servative. They practically drew party lines without openly proclaim- ing the fact. ‘This is the sentiment on which Mr. Martin ‘is’ working to become the recognized and accepted leader of the Liberal party in this prov- ince. He not only aims at the pre- muership with a majority of the leg- islature at his back. He aims at * the head of Sir Wilfrid Laurier, who slighted him, and desires to hnmble him or bring him to terms. Martin’s is: “‘The patient watch, the vigil long ‘Of him who ne’er forgets a wrong.” He thinks Laurier has wronged him ica, but they do not attract any more attention than _ lynchings in the South, ‘ Boers and Boxers have cut the wires, but that is no more like war than stealing watermelons at mid- night, The stealing of the ballot box at Fort Steele is presumptive evidence that they containedsomething which would not bear investigation. Now that our polit troubles have passed the acute stage, we have a little leisure to devote to those of our neighbors across the line, Martin has by this time opened his eyes and begun to dimly realize what struck him. {f the emperor of China’should resume the reins of government un- der international protection, we may see the empire redticed to the condition of Egypt under joint ‘con- trol. That means the ultimate con- trol of one power, The true solution of the position of W. W. B. McInnes probably is that he was for Martin, if Martin won; otherwise, he was for any other party that happened to win.
