GOOD RAILROAD NEWS. It appears that final arrangements have been made between the govern- ment and the Canadian Pacific railway company for the construction of the Crows Nest Pass railroad. We are not prepared to say that the best arrange- ments possible were made, but the gov- ernment surely acted wisely in fixing freight rates on many articles and put- ting a maximum price on coal. Eleven thousand dollars a mile is a pretty large bonus but the 50,000 acres of coal lands to be given the government and the concessions on freight rates may even matters up. At all events there is a prospect of the Kootenay’s having another railroad, and one, too, which will furnish fuel at a oo} Mrs. Norrington—an elderly POOR LADY NORRINGTON. A Seattle Paper Asks Why She Is Locked Up Like a Felon. The public have probably noted that a woinan, probably 65 years of age—arrived in unfortunately for herself and sex wan- dered into the Diamon1 Saloon, as she claimed, for a glass of ale, says the Seat- tle Times. Asa result while waiting for a day on her way to the Kootenay country she fell in with a band of robbers whom the police believe to be Newman, who owns the Diamond Saloon, Pat Burns, who was his night bar-keeper,and another fellow by the name of Burke— all of whom have been arrested for this robbery. The public are also aware that the po- lice clair. to have sufficient evidence to convict all three of these men of this robbery, and the public will expect a conviction and a proper sentence to be administered by Judge Jacobs when the guilt of these persons shall have been established. But in the meantime, while the public have known the facts, the public have not thought much about the imprison- ment of Mrs. Norrington—that is, her “detention” at the city lockup pending the preliminary hearing of these thres persons charged with this crime. It is aleo gratifying to know that the mining and agricultural sections lying between here and the coast are to have a railroad too, and Mr. Heinze’s many friends will be glad tc know that he is going to build it. Upon the whole, the are to be d upon the progpects of getting these two valu- able railroad lines. —_—_—_ FIRE STATIONS. It would not be fair to the people on Columbia avenue, where nine-tenths of the wealth of the city is located, to place the fire station so far away as Second avenue. If there wasa paid department at the station, always ready, it would not be so bad, but if the volunteer de- partment is to run from two tosix blocks up hill toget the fire apparatus, the chances of saving the town will be very slim. There should be two stations. The apparatus should not be all kept in any one _ portion of the town. If two stations were built, one in Spokane and the other in Lincoln street, with a decent bed room attached to each, two or three of the volunteer fire department would be willing to sleep at the stations. These stations need not be expensive. If built in the streets that have been sug- gested there will be no expense for ground, they will be in no one’s way and they will be conveniently located for at least a year. The city will in all probability not attempt to grade these streets, at least not more than half of each, this year. These suggestions are in line with opinions expressed by leading citizens 372. and taxpayers of Rossland. IN BAD FORM. Of course it is bad form and hard luck for a newspaper to always be correcting | mistatements and apologizing for what it prints as the Morning Mistake has been doing, but even that is better than allowing errors to go uncorrected. Yes- terday morning it said that the ore hauling capacity ofthe C. & W. “has never under the most favorable circum- stances been able tohandle more than 250 tons per day.” In last evening’s Recorp Mr. Gu- telius, superintendent of the road, cor- rected the statement, showing that they had carried 500 tons a day for a month and was capable of carrying 1,000 tons daily. still no correction was made in this morning’s issue. The suggestion in the Recorp yester- ‘day that it might be well for the city council to consider the proposition of a gift toj the city of grounds for public ‘building was well received. The general sentiment is that it doesn’t make any difference where the city hall is located if good grounds can be gotten gratis with no question to the title. It would be well for those proposing to give a site for the public building to submit their Proposition in writing to the council meeting next Friday afternoon. With the cheap coal and coke from the Crows Nest district, there could be no question but that the Kootenays offended any city of Seattle? Was it a criminal offense for an old’ woman like herself to enter the Diamond Saloon, re- ceive a glass of ale and permit herself to escorted to a lodging house by Pat Burns? It might have been a crime against the moral law—and that of de- cency as well—but we have not heard that it was against the criminal statutes of the state or the ordinances that are supposed to control saloons in Seattle. n why is Mrs. Norrington a pris- oner? The response we presume will be that having become a victim of a portion of the gang who have established a “‘rob- bers’ roost” at the Diamond galoon, and and thus because she exposed her mis- fortunes to the police she must be ‘‘de- tained” as a witness against the robbers, or justice will go without its reward. ut even if this were so, is it not pos- sible for this old lady to be “detained” at some respectable boarding house or inn, and treated like an honest person rather than to be locked up like a felon? —~— PRECIOUS METALS MINED. He finds the pro- duction of gold to have been about $53,- 000,000, an increase of over $6,250,000 as compared with 1895.
