Royal Commission on Health Care and Costs. The long-awaited report re- leased Tuesday recommends banning alcohol and tobacco advertisements, reducing the hours bars and liquor stores can be open and lowering the legal blood-alcohol level from .08 to .04 grams per decalitre. Peter Ellis, a counsellor at Access in Nelson, said he is glad the report discusses alco- holism in the province. “It’s important to address the problem,” Ellis said. “The emphasis has to be on pre- venting it.” Ellis said alcohol consump- tion in the area is higher than in other regions in the province. “The consumption per capi- ta is very high compared to other communities,” Ellis said. The six-member commis- sion also recommended that there be higher taxes on liquor and that health warnings be placed on labels. The recommended crack- voking the licenses of any Pee selli h good iative, a zero-tolerance level would be even better. “The impairment is still there at .04,” he said.
