Totals for legal executions were unavailable from many countries, including China, Iran and Iraq, where the death penalty is common, Amnesty said. Unlawful government killings add to the toll. “Secrecy concealed many deaths and governments-denied responsibil- ity for killings. carried out on their orders or with their complicity," Amnesty said.
