Those winners assessed and deemed : worthy to hold office have been entrusted with the confidence of the efectorate and : have been give a mandate to carry out both + specific and implied campaign promises. : Withi an election by acclamation—essential- ' ly winning by default—there is no mandate. Does the elected-by-acclamation oftice- holder owe anything to the public? His or her oath of office binds him to serve with honor and to the best of his ability, but + because no one else would take the Job the new official’s fink with the electorate is negligible. There are a numbar of possible reasons for the scarcity of candidates: a general apathy towards local politics, the demands which weigh heavily against the rewards of public office, the fack of algnificant cam- palgn Issues. That the Incumbents are doing auch a terrific Job no one cares to challenge them would also be a plausible explanation if not for the decision of at least one officeholder not to seek re-election. It ls not easy to pinpoint the reason for the scarcity of candidates this year, but perhaps it would be useful to hear from local citizens who considered running for office but thought the better of It. Perhaps, aithough we probably can't Sepa this year’s apathy, we can open a forum to consider ways to Improve our chances for a more exciting election next year. He could be embittered by the experience of being locked in an institution before sentence is even passed.
