month the landlord agreed to
let him tap the hydro supply
in the apartment's laundry
room.

Now he runs a refriger-
ator, a hotplate and an as-
sortment of auto repair tools.

He has two systems to
wash, Normally, he hooks a
garden hose to a tap in the
garage and fills plastic buc-
kets for a sponge bath, dishes
or whatever. When he needs
a wash or a shampoo, he goes
into the laundry room before
7 a.m. and uses the laundry’
tubs.

He says he uses a portable
toilet with sealable bags for
waste.

Quittner sleeps on a make-
shift bed jammed between
the garage wall and the side

of the van and has fashioned
a closet from support beams
at the back of the garage.
ORGANIZED SPACE

He has set up a card table
and chairs near the fridge for
a combination living and din-
ing room just inside the gar-
age door. Off in another spot
he has cartons of books and a
moped he bought from his
mother for $30.

Soft-spoken, clean-shaven,
trim and neat in appearance,
Quittner, 32, says he doesn't
have a job, although he does
volunteer work at a nearby
hospital's rehabilitation unit
for alcoholics.

He pays $15 a month for
the rental of three outside

cost a total of $665, but only
one of them actually runs.
