London, Tuesday.—The war office this morning has been attempting to explain the summary of the situation in Natal, fur- nished by General Wolsely to the house of commons yesterday. The statements are now said to have caused unnecessary alarm. It is asserted that what the official note called ‘‘Yule’s retire- ment” would be more accurately desired as a ‘‘change of position for tactical reasons,” and alarm for 50 of the wounded not justi- fied. It is further explained that tne ded could not be moved, but the fact that they had to be left to their fate, while the British forces made a stragetic movement to the rear, shows that the suspense of the house at the absence of subsequent news is amply justified, and that the heavy fighting of Friday and per- haps Saturday is a prelude to still sterner work. Afternoon papers sharply criticize Wolseley’s summary. They say it has a distinct r ib}: to the of the Spanish minister when preparing his country. for news of the disaster at Santiago. This is, however, probably an overstrained view. There is no denying that great suspense and anxiety exists, which have been increased by the report in” circulation pur- “porting to emanate from official quarters to the effect that the Boers have secured the services of 13,000 natives, AMERICA’S DUTY TO SUPPORT BRITAIN _Ex-Minister Breckenridge De- clares U.S. Must Give Aid. - Washington, Tuesday,—Clifton R. England and Germany are acting to- gether i in the Samoan negotiations, but not to the disadvantage of America. The German policy is now directed toward the es- tablishment of the most cordial relations with America as well as England. The explanation of the secret agreement between England and Germany as given by high authority is that England in return for a free hand in South Africa has agreed not to make any hos- tile use of her fleet if the German emperor decided to fo'low up his visit to Jerusalem with a serious attempt to assume a position in Asia Minor. The quarter from which an attack on England may come is The press has had license to criticise England's policy in South Africa in the most acrid way, and a rumor that Herat may be occupied is already in the air. British commercial interests in Persia are so large that a Russian seizure of a point commanding a position west of Afghanistan would be a serious stroke aimed directly against free trade. That seems a more likely menace than’ the forcing of the Dardanelles by the Russian Black sea fleet. The movement of the powerful French fleet to the Levant coincides with the circulation of the rumor that the Russian advance may be resumed in ‘Asia while England is preoccupied with ‘war in South Africa. to the policy which enables the British government to reconstruct { WIRELESS TELEGRAPMY AT SEA Government Fitting Up Nava! Vesscls for Practical Trial. Washington, Tuesday, — The navy department is to give Marco- ni’s wireless telegraphy a practical test on Thursday off New York harbor. The cruiser New York and the battleship Massachussetts are being equipped for experiments by Marconi. Both will be fitted with additions to their mists, mak- ing them 150 feet above the water line. The test will be made at sea. Marconi will send messages from the New York at sea to his assis- tants on the Massachussetts as well as togthe Highlands and Sandy Hook. Rear Admiral Farquhar, commander of the North Atlantic squadron, will personally watch the test, and upon the success of the experiments depends the adoption of the system by the United States navy.
