WASHINGTON (AP) — One
project would encourage logging of
huge tracts of virgin African forest.
Another has sparked protests in In-
dia, where a dam would submerge 248
villages. In Indonesia, hundreds of
families are resisting forced reset-
tlement, months after their homes
went under water.

Money for all these projects came
from the World Bank, an’ inter-
national agency that lends more than
$20 billion US each year in an effort
to improve conditions in poor coun-
tries.

But the bank is being blamed for
financing some of Earth’s worst en-

while ignoring the views of the people
it should be helping.

“What people on the ground are
saying is, ‘Take your money back
home,’ "’ says Vandana Shiva of the
Research Institute for Natural
Resource Policy in India. ‘‘We have
totally sacrificed peoples’ sovereignty.
We haven't come close to putting
nature’s sovereignty at the centre.’”

Funding for the World Bank’s
loans comes from the rich in-
dustrialized countries based on a
complicated formula that allocates
contgbutions and voting power. The
United States is the largest donor.

Bank officials acknowledge some
past mistakes,” but say they are
making a serious effort to do better.

“There are a number of well-
publicized cases where we've become
unstuck,’’ said Jeremy Warford,
senior advisor in the World Bank’s

three years ago. ‘We've learned from
our mistakes.’’

Since 1987, when World Bank
president Barber Conable announced
@ new commitment to the environ-
ment, the number of people at the
bank dealing with environmental
issues has more than tripled, to about

“We've seen major changes in
structure, staffing and policy, but we
haven't seen any changes in output,””
said Jim Barnes, senior lawyer for the
Friends of the Earth.

Warford said it’s difficult to make
major changes in projects approved
before the 1987 changes in bank en-

i policies. The

donesia and Sardor Sarovar in India
were planned and funded long ago.

But critics say the bank at least
should insist that environmental and
resettlement provisions written into
those projects are carried out by those
countries’ governments.

Environmentalists also charge that
new projects in the pipeline, such as
planned dams in China and timber
cutting in the western African coun-
tries of Cameroon and Guinea, would
cause more unacceptable destruction.

They also complain of secrecy at
the World Bank. Almost all project
documents are kept secret unless the
borrowing country agrees to make
them public. It rarely does.

“The bank has to respect the
banker-client relationship,’’ Warford
said. ‘If a country says it will not
allow certain information to be
released, then we really can’t do
that.””
