Castlegar r ‘Mr. O’Connor Is now the mayor of a city that, out of all Canadian cities, is in the best of economic shapes, bar none. Everything is in place for growth, absolutely everything. I’m proud of it.’ — AUDREY MOORE Former Castlegar Mayor The winds of change have blown through Castlegar — and they were nothing short of a gale-force storm. The biggést change, without a doubt, is in the most powerful seat itself, the mayor's chair—which will now be occupied by Mike O'Con- nor, former owner of the Castlegar Funeral Chapel, and former presi- dent of the Coalition Unaccepting Rash Bureaucracy CURB. O'Connor unseated Moore by 66 votes, with a count of 773 to 707. Falling in third and fourth respectively was Lawrence Chernoff with 371 votes, and Dcreen Smecher with 252. “The majority of the people wanted change. I felt I could offer some- thing different, and improve upon what I think is right,” said O'Connor, Monday afternoon after his win. O’Connor called his win “fortunate” and said he is now making plans to orientate himself with his new surroundings at City Hall. Throughout his campaign, O'Connor spoke often about the need to restore openness to city council, and as well, to improve upon a dilapi- date. He is now to meet with city staff as well as ides wind Audrey Moore as Mike O’Connor the new city council to discuss the two. “We're going to bring in a different style of politics at City Hall.” After almost 17 years as Castlegar’s mayor, Audrey Moore was gra- cious in her response to her defeat to O'Connor. The loss of her seat is still somewhat of a shock, but she says she has accepted and respected the wishes of the voters. “I sincerely hope that the people of Castlegar continue to take a solid interest in the politics of their community. They now have a mayor who of change ‘The ajority of the peop ted change. | felt ! could offer thing diffe t, and impr upon what I think Is right.’ — MIKE O'CONNOR Gppregar's newly elected Mayor believes in an American style of polit 25." Moore, who was the city’s representative on the Regional District Board, and was first-vice-president of the Federation of Canadian Municipalities (FCM), will vacate these positions also. If Moore had been elected to another term, she would have been named president of the FCM Looking back now on her experiences when leading Castlegar, she Says it was extremely gratifying to take a major role in creating a sound economic community. “It takes time to build a network; but the results are evident. Mr. O’Connor is now the mayor of a city that, out of all Canadian cities, is in the best of economic shapes, bar none. Everything is in place for growth, absolutely everything. I'm proud of it.” Moore spent much of Monday cleaning her office and preparing for her final council meeting as Castlegar’s mayor. In order to them to relay their individual interests to working with staff at City Hall, and will soon be meeting with Administrator Jim Gustafson “There's a lot of work that has to be before making any firm decisions. Betore upgrading Castlegar’s sewage system, O'Connor will first be deciding portfolios for the six serving councillors. He plans to meet with councillors and ask When asked if he was considering making any replacements, O'Connor replied “Not at the present time.” “You can put that rumor to bed. He was followed by newcomer Ron Armbruster, who tallied up an impressive 1,367 votes. In third place was incum- bant Kirk Duff, with 1,365 votes, and close behind was incumbant Doug Green, who rallied for 1,330 votes. Rounding out city council are an additional two new faces; Brenda Binnie, who claimed 1,188 votes, and final- ly, Jim Makortoff with 903. Two candidates who were unsuccessful in their bid for a seat on council are Columbia Excavating owner, Walter Flux, and Blueberry Creek resident, Dave Keen. There were a total of 9,276 accepted ballots for city council. It is expected that the experienced and not- so-experienced councillors will be getting aquainted late next week. School Board Trustees New faces garnish large majority KAREN KERKHOFF _ Sun staff The bitter winds of change blew hard on election day and those in its path, including School District No.9 trustees, hung on for dear life. Those who hung on were incumbents Joanne Baker with 1,135 votes, and Tony Guglielmi with 1,163 votes. This will be the second three-year term for Baker, while Guglielmi has been a trustee since 1985. New to the board, but well- known in Castlegar is Ron Nor- man, who garnered the most votes— 1,361. Norman comes armed with a list of achievements all showing his continuing commitment to the ity and is well- remembered for the introspective and sometimes biting columns he wrote for the Castlegar News from 1990-1993. He served as Director of Castlegar and District Library from 1989-1992. Two of those years Norman also acted as chair. Norman was also a board member of Castlegar United Church for four years—two of those years he served as chair of the board Dark horse Bev Maloff cor ralled 1,024 votes earning her a seat on the board. Maloff brings with her to the board a list of community accomplishments which are formidable. She has been involved in: the Twin Rivers Parent Advisory Council; the District Advisory Council; School District No. 9 Communi- cations and Planning committee; and is an alternate member of the Task Force on Violence At present she is the Treasur- er for Castlegar and District Girl's Softball Association, Treasurer for Kootenay Columbia Child Care Society and the United Church Sunday School. She also serves as Sec retary of Castlegar and District Community Services. Also in the running, but unsuccessful in their bid for trustee was incumbent Bonnie Horswill who gathered 1,012 votes, and newcomer Rose Pasz ty who received 964 votes. Of new trustees, Board Chair Gordon Turner said Norman eamed his seat through previous community service, while he attributes Maloff's victory to good, old-fashioned, political stumping “The individual work Ron has done in the community has the attention of the community.” Now that a new board ha been struck, there are still twe tasks that need to be attended to—the chair and vice-chair by trustees Nomination for the board chair and vice-chair will be held during the inaugural meeting December 6. \ nomination of board For all your local nev A blessing in disguise That’s how Lawrence Chernoff is handling his defeat in the race for the mayor's chair. Mean- while, his Competitor and fellow councillor, Doreen Smecher, is also living with the fact that for the first time in 15 years, she is not holding public office of some description. Along with Audrey Moore, both were defeated in their bid for the mayor's seat “I ran to win. I wasn't elected. But it’s not the end of the world. I personally, am not defeated,” said Smecher, who is warming up to the fact that time with friends and family will be plentiful “IT am excited about what's ahead. For the first time in a long time I'll be able to answer the phone without picking up my planning guide.” plans to spend more time with his two children. “I am disappointed with the outcome, but I respect the wishes of the people. At the same time however, there's a lot Likewise for Chernoff who _ Doreen Smecher of important things that I can now do—and they involve family.” Neither was ready to comment on whether the election loss was a complete end to their political careers. Both however, said they would be watching with interest the developments of the new mayor and council. “The three encumbants will give council some continuity, Accepting the results—with mixed emotions Lawrence Chernoff while the new people will bring new ideas. I'm optimistic it will be a good combination,” said Smecher. Chernoff expressed concern with what he calls “the relative inexperience” of the new council, but added, “Once the experienced and inexperienced start working together, I’m sure that things will work out.” doing the right things. tion Regional Distnct.” Wyllie said Local lawyer Ken Wyllie has secured the posi- tion of Area J Regional District Director for another term, after defeating Robson resident Hans Kolman. Wyllie took a significant lead over Kolman, and the final count ended in a 380 to 161 win. To Wyl- lie, his re-election is a vote of confidence that he is “I have recognized however, that communica- can be improved between the area and the. But T think my running against Mr. Wyllie was one of the best Wyllie puts wrap on another term as director wake-up calls he's ever had.” Wyllie says he is making plans to expand his advisory commission, thereby allowing a quicker response to the increased activity in his area. He says that now more than ever, he is concerned about the rural area, particularly when it comes to the Castlegar lagoon, which, as suggested by a member of Castlegar City Council, should be off limits to regional haulers as a result of its detenoration. Wyllie completely disagrees with the notion, and 1s hoping that council will meet with him and other representa- tives before making any firm decision. “It would be an incredible error of judgement for the council to think it can make a decision that affects so many without going into a consultative process ‘s—The Castlegar Sun!
