An extremely important element of every community planning exercise is obtain- ing the residents’ opinions about the future growth and character of their communi- ty and in particular their own neighborhoods. Public sentiments in land use planning can be mea- sured in several different ways. The residents of Castlegar will have ample opportunity to offer their comments about new devel- opment and growth. The first will be a formal questionnaire to be dis- tributed to a random sample of 460 homes in the city. The Steering Committee has asked that a representative cross-section of the commu- nity be chosen and that the sample reflect area, type of home, ownership and even ethnic groups. Since a proper sample can represent the views of the entire community in general, it is the city’s desire to obtain a high response rate.
