WESTERN PREMIERS Talks held on yacht VICTORIA (CP) — Canada's four western premiers, with newly elected Gary Filmon of Manitoba aboard for the first time, will set sail Tyursday for three days of meetings on a $3-million luxury yacht. Bill Vander Zalm of British Columbia, Don Getty of Alberta, Grant Devine of Saskatchewan and Filmon. will meet aboard the Hotei II off Parksville, a Vancouver Island resort 120 kilometres northwest of Victoria. The 35-metre’ yacht, owned by Vancouver Island trucking magnate Jack Chalres, boasts six staterooms, three bars and a hot tub. Charles is lending the yacht to the conference, with the B.C. government picking up the tab for fuel and crew wages. The yacht was featured at Expo 86, when it ferried the Prince and Princess of Wales to the opening-ceremonies. This marks the first conference since 1968 that all four western premiers share a common conservative political philosophy. They will meet for a total of about 10 hours aboard the yacht. The four also share the same basic views about the Meech Lake constitutional accord, which has already been ratified by the Alberta, Saskatchewan and Quebec legislatures. Filmon, who says Meech Lake is not a priority on his legislative timetable, favors the accord but his minority government lacks the votes to push it past Liberal and NDP opposition. “Each of my colleagues in the West will be aware of the numbers in the house, as you are,” Filmon told reporters in Winnipeg Tuesday ‘GO FORIT’ Devine, however, seemed all in favor of ignoring those numbers. “I'll be encouraging them obviously to pursue it,‘ Devine said of his Manitoba colleagues. “I'm not so sure that either opposition party wants an election right now and I'd be going for it.” Vander Zalm supports the accord, but wants to wait until after the western premiers’ meeting before raising it in the B.C. legislature. “Well, there’s no particular rush,” Vander Zalm said, “and it gives us an opportunity to find out what the thinking of premiers from other areas.” Another federal initiative, the Canada-U.S. free-trade agreement, could cause debate among the premiers, Vander Zalm said. “I guess there could be a bit of a controversy surrounding free trade and the fact that the federal government may take certain initiatives to assure that free trade becomes a reality, even if there's opposition from one or two provinces.” Vander Zalm says he may find himself in a dilemma because he is a strong supporter of both free trade and provincial rights. B.C. WORRY The free-trade agreement is:a key concern for British Columbia where grape growers and soft-fruit producers fear they will be plowed under by U.S. competition. Filmon, however, promised that the western premiers would adopt a united approach to free trade in the absence of former Manitoba Premier Howard Pawley, whose NDP government staunchly opposed the trade proposal. “Our province, of course, has spent all its time fighting it and spent no time assisting all of our producers and suppliers in preparing for it,” Filmon said. Other items on the agenda include relief for drought-stricken farmers and economic diversification through Ottawa's $1-billion Western Diversification Fund. The premiers arrive in Parksville today for an evening reception. CONTAINS CLAUSE However, the federal leg: islation would also contain a residual clause which could be controversial even among provinces whic support free trade. Prince Edward Island's Joe Ghiz, another Liberal premier, is the only other provincial leader who op poses the free-trade agree- ment. He wants to see the actual legislation before con. sidering a court challenge.
