212 Wednesday, April 22, 1992 @ New Brunswick | ends bottleneck Martin Meyer RECYCLING ADVISORY GROUP The New Brunswick gov- ernment has introduced a Beverage Container Act which emphasizes re-use over recy- cling of the containers. The Act is to take effect this month, and applies to soft drinks, mineral waters, alco- holic beverages, juices and juice drinks. The new legislation has sev- eral objectives: ® to reduce the number of littered beverage containers © to divert beverage con- tainers from the waste stream ¢ to encourage responsible ™ use of energy and resources It defines distributors as be- ing responsible for managing their own beverage containers. Special redemption centres are to be set up to take back all containers subject to the act. Distributors are to pay a handling fee to the redemption centres and to retailers who want to take back empties. Retailers still have the op- tion of taking back containers they sell. The act encourages the use of refillable containers over re- cyclable containers. Both types require the same deposit — yet the refillable containers will receive full sonude wae iy half refunds. The monies generated by Recycling and You the unrefunded portion of the deposit on recyclables is to be split amongst industry and the government through an Envi- ronmental Trust Fund. In future, all beverage con- tainers will have to receive ap- proval from the Ministry of Environment prior to being al- lowed in retail stores. Only containers which are refillable or recyclable will be allowed. This means no more “throw aways.” Each distributor must also verify the viability of its recy- cling scheme. (No more slit plastic bottles brought to the dumps!) What is happening in New Brunswick is a very progres- sive move. It serves as a model for re- sponsible handling of beverage containers elsewhere in the country.
