Greengrass is a member of the Concerned Citizens of the Slocan Valley, and “them” are the direc- tors of the Regional District of Central Kootenay. In March, the RDCK gave three readings to a bylaw that would force Area H residents to keep their property clean. Unsightly Property Bylaw No. 923 was then placed in the hands of Municipal Affairs Minister Robin Blencoe for final approval, but Area H director Bob Barkley said there was no hurry for a deci- sion. “He doesn’t have to be in any hurry to ship it back to the RD- CK,” Barkley said in a previous in- terview. “The longer the people have to chew on this, the better for While the RDCK was waiting for an answer from Blencoe, angry Valley residents met and assem- bled petitions denouncing the by- law which prevents the accumula- tion of old automobiles, building materials or standing water. Greengrass had approached the RDCK about presenting a brief concerning the bylaw at their meeting last Saturday. But in a letter from the RDCK, secretary Barry Baldigara wrote Green- grass to say that time constraints wouldn’t allow the board to hear District rescinds clean-up bylaw? him and the bylaw wasn’t sched- uled for discussion. However, the RDCK did discuss the bylaw. In fact, directors re- scinded the third reading Satur- day, thereby taking it out of the hands of Blencoe. “They have removed it from Robin Blencoe’s desk,” Greengrass said. “It further goes to guarantee you can’t believe what they say they are going to do.” Unhappy with the board’s deci- sion to discuss the bylaw, Green- grass said he was especially dis- appointed with RDCK chairman George Cady. “George Cady personally as- sured me it would not be on the agenda for the meeting,” he said. But Baldigara said neither Cady nor the RDCK were out to CRITICAL ADVICE News photo by Glen Freeman Liberal Health Critic Linda Reid (left) got a tour of the Castleview Care Centre from Laura Cullen Monday. Reid stopped in Castlegar briefly and moved on to Trail, where she addressed more seniors concems. W Health critic calls for B.C. government to reopen closed beds at Castlegar care centre Glen Freeman NEWS REPORTER It’s time to open the closed rooms at the Castleview Care Centre. That was Liberal Health critic Linda Reid’s con- clusion after her Monday tour of the building. “This is absolutely beautiful,” Reid said during her visit to the year old centre. “Why is it half empty?” That’s a question dietician Laura Cullen has been asking for some time now. According to Cullen, the centre has 36 beds currently in use, with 25 beds sit- ting empty. Over 40 people are on the list waiting to get into the facility, which Cullen says amounts to a wait of “approximately two years.” A That fact does not sit well with Reid. “Tp have funded beds in this province should be the number one priority for the ministry of health,” Reid said. “I mean, to have beds that are not open doesn’t make any sense.” Reid said that Chantelle Management Ltd., the company which operates Castleview, has taken all Castleview gets Liberal support of the actions necessary to get government funding. “Certainly my research tells me they have done the steps they need to do,” Reid said. “So chy the ministry is not making a decision is unclear.” | Reid also said that she would be meeting with the ministry to plead the case of the care centre until some action has been taken. “The role of opposition is to continue to advance that agenda item, which is to find out at the very -least why they’re not being funded,” Reid said, “but cian to have the decision that they will be fund- Reid said that ifshe is successful in her bid, “you'll find people in those beds next time you visit.” One person who won't be found in the Castleview Care Centre is one-time administrator Dianne Ra- mage. She resigned Thursday “for personal reasons.” “I can only speak as an administrator now,” Ram- age said, “but I have a firm belief that the city of Castlegar needs more beds for it’s seniors.” Ramage, who was instrumental in getting Reid to visit the centre, said she hopes the opposition minis- ter is successful-in getting the centre’s vacant beds open. deceive anybody. “Director Barkley asked the board’s consideration to rescind the third reading of 923,” he said. “It just came off the floor. . District administrator Reid Henderson said the decision to re- scind the third reading would al- low Barkley to take the bylaw back to his Advisory Planning Commission in Area H for a look. “When you go back to second reading, it allows you to make amendments to the bylaw,” he said. Barkley said the majority of re- sponses he received from area res- idents acknowledged the need for a bylaw, but not in its present form. He added that modifications will be made to the bylaw before it is resubmitted. Conroy balks at Paulson bridge project i MLA says government news release misleading Scott David Harrison EDITOR Ed Conroy is questioning a government project. The Rossland-Trail MLA said he’s having trouble understanding a $1.267 million expenditure to repaint the Paulson bridge. He’s also questioning a news release that quotes him as being pleased as punch. “I wasn’t quoted by anyone,” said Conroy, referring to a news release where he is stated as saying ‘the Paulson Bridge is a key link in the local transportation system. It is vital to ongoing economic activity of the region that the bridge is well maintained.’ Although the funding for the work isn’t coming out of the Transport budget, Conroy still questions the expenditure. “I’m going to have a hard time selling this one to my constituents,” Conroy said from Victoria. : “It’s pretty difficult to swallow.” Conroy,. who said _ the Paulson bridge isn’t even in the Rossland—tTrail riding, said the government should have put money towards the restoration of the Robson ferry or the construction of the Castlegar-Robson bridge. “I can see the widsom of fixing the bridge, it has to be done, but you can bet that I'll be asking a lot of questions because (the expenditure) is gomething I can’t really understand.”
