A PITIFUL FIGURE. _If any reader of the Recorp wishes to study the fine art of bal- ancing himself on a fence, without swerving to one side or the other, A MASTERLY REVIEW. Tha speech of Mayor Goodeve at the public meeting last night was a ion of the d of the city’ 3 affairs by the ‘outgoing administration and was a telling ar- gument in favor of continuing the same admunistration to carry for- ward the work so well begun. It was such a speech as 2 good busi- mess man, who is.president of a ‘company, would make at a meeting -of the stockholders in reviewing the business of the previous year. It -was clear, full and to the point, sta- he should study the attitude the Miner has occupied on the mayor- alty. question. until today. After seeing how utterly incompetent Mr. McPherson proved himself for the office, both by his course as an al- derman and by his speech last night, it finally says of Mr. Goodeve: he made out a good case why he should receive a second term.” But it takes all the grace out of this grudging endorsement by pick- ing holes in the mayor's manage- ment of the water and light ques- tion and of the social evil. It makes. no attempt to answer the mayor's tting the which ‘igghed with the mayor and council in each Step that they took and setting aforth the advance made in providing the city with those conveniences which are essential to its welfare as va municipality. It showed that lit- ttle remains to be done towards the completion of a water system ade- quate to the domestic needs of the people and to protection from fire; that the city has segured a reserve «supply which can be drawn upon whenever the public needs call for it; that, while it was impossible at the time to buy the electric light plant at a reasonable figure, an op- tion has been-secured for its pur- chase at sucha figure in the near future and that the funds are avail- able without incurring a dollar of new debt; that the delay in provid- ing a sewer system is due to the government officials at Victoria and that such progress has been made asto ensure proper provision for sewage disposal in the coming sea- . Son; that street improvements have been carried forward with due vigor sand that the city revenue has been so carefully managed that a iarge jp irt of it is available for this work without further increase of the pub- ‘ic debt; that a movement is well ainder way for the construction of -an electric ‘tramway extending to -Sophie mountain; and that the crit- ficisms on the fire, service which for his course in regard to water and light, which were fully set forth in his speech, but repeats the old, % time-worn objections which he fully disposed of. It climbs down on the Goodeve side of the fence with an expression of disgust, mingled with longing for the other side, on which stands the burly figure of McPherson. The fact is that, after balancing itself nicely on! that fence, it has been shoved over to one side by the weight of public opinion and the in- vincible logic of the situation. It has not even the gumption to pre- tend that it came down willingly, but must needs show itself in the undignified position of being kicked into the ranks where it knows the vast majority of the citizens stand. There is only one more pitiful fig- ure than Mr. McPherson in this campaign and that is the Miner. A NEW AMERICAN PARTY. One conclusion trom the mayor's acccunt of his stewardship is plain —that one year is too short a time for any set of men to carry through such extensive public works as tfe ‘mayor and common council now shave in hand.
