Cases of child abuse — emotional, physical and sexual — have increased dramatically both in number and severity during that period, said Dr, John Gossage, a pediatrician and expert on adolescent behavior and family violence. The increase has been most dramatic in middle- income families, reflecting their struggle to hang on to a job or home during a recession. “We are seeing families that are exhausted from the recession and the conscious'shrinking of resources (by the government).” Panel members at the morning session, including a Ministry of Human Resources supervisor, a teacher from the University of British Columbia education faculty, and an elementary school principal, agreed that the removal of specialized Ministry of Human Resources staff by the government has caused the loss-of children’s basic rights to protection and safety. STAFF REMOVED Child abuse teams, which identified and obtained treatment for victims of child abuse, and family support workers, who provided counselling in families where children were considered “at risk,” were laid off last fall as part of a provincial government move to reduce the size of the public service. Police, rather than social workers, now are fre- quently used to answer child ‘abuse calls, said Claus Spiekermann, principal of Queen Mary Elementary school, which has a high percentage of children from low-income families who are victims of neglect or abuse. Police are not trained to resolve family conflicts or to identify and treat victims of abuse, Spiekermann said. Gossage added that social workers who are used in situations of abuse are often inexperienced, because those more expert in the field, “exhausted” by the lack of resource, are leaving the ministry. ‘The Help-Line For Children, set up by the provincial government so child victims could phone in for immediate help, is now unmanned, Spiekermann said. Two children from his school called the line for help, receiving a taped message telling them they would be contacted immediately if they left pertinent information. ‘They had to wait 48 hours before a social worker came to investigate, he said. He said translation services for students at the school, which has 19 different ethnic groups, are no longer being funded by the ministry, and that students’ progress is suffering as a result.
