There are no official statistics to prove women do pay

more. Neither Statistics Canada nor the Retail Council of

Canada has figures showing how much either sex spends

But women in the West, it seems, don't want to pay
much more than $300, she said. It is the opposite situation
in Central Canada.

FEELING PERSISTS

Nevertheless, many women believe they either are
paying too much or are not receiving good quality for
their money.

Dress-up clothes are even more out of sight, some
‘women say, with fancy dresses costing in the hundreds or
thousands of dollars. It seems the less often a dress can
be worn, the more expensive it is. ,

But when a man pays $500 for a tuxedo, he can expect
15 years wear out of it, says George Ryan, vice-president
of Ae at Cambridge Clothes, which makes tuxes.

Does all this mean that a woman who pays what she
believes are unfair prices for unsatisfactory goods be-
longs to the group that circus master P.T. Barnum de-
scribed when he declared, “There's a sucker born every

minute.”?
NOT NECESSARILY SO

Those familiar with the rag trade say this isn’t nec-
essarily the case.

Constance Jeffreys, who “teaches apparel merchan-
dising and manufacturing at Brescia College of the Uni-
versity of Western Ontario in London, says that although
there is no hard data, she believes the complaints of
women are correct. But she adds there are technological
or logistical reasons for the price discrepancies. .

Part of the problem is that women's styles change

often so stores must get what they can for a garment
before it goes out of style and on sale, Jeffreys said.
Men's clothing, however, is not as cyclical so stores
have longer to make money on a garment, she said.
There is also higher variety in women’s clothing so
money can’t be saved by large production runs as can be
done.with men’s clothing, Jeffreys said.

As well, the acutal cost of a designer's time and (

effort in creating the infinite variety of women's styles is
reflected in the final price.
ALWAYS SOMETHING NEW

Montreal designer Leo Chevalier, who creates
clothes for both sexes, sees the example of a woman's
blouse or man's shirt. With the blouse he's starting from
scratch each time, he says. ¢

But for the shift, there are standard patterns, or
“blocks” which can be reused many times, virtually
eliminating design costs. —

So while there are legitimate reasons why women's
clothing cost more than men's, that, raises questions
about why society tolerates men dressing the same every
day but expects women to constantly change.

That, wasn't always the case.

Susan Horvath, a colleague of Jeffreys at

: College who specializes in the history of fashion, says that
“until about 180 years io) ne men were “the peacocks,”

whose clothing constantly chan,

‘Then, along came George (Beau) Brummell, a dandy
in the court of George IV. Horvath said Brummell is
credited with popularizing the well-tailored garment that
has become the business suit.

He created a sensation at the time, but men’s clothes
have changed little since, she said.

Meanwhile, with men’s finery limited, the variety
and cost of a woman's clothing became a symbol of her
father’s or husband's status, Horvath said.

Economist Thorstein Veblen theorized at the turn of
the century that the more expensive, novel and
restrictive of movement a women's dress was, the higher
it showed a man’s status to be.

Today, it is much more difficult to tell a person's
class by the clothes he or she wears. As well, women’s
clothing is much less restrictive, with women giving up

But it might still be argued women pay to look like
women. When they wish to dress the same as men, they
pay the same prices. Jeans, sweat suits and ranning
shoes, for example, have unisex price tags.

B.C. GETS YET
ANOTHER LOTTERY

VICTORIA (CP) — The
British Columbia govern-
ment is launching another
lottery. .

Provincial Secretary Jim
Chabot said the new scratch-
and-win or instant lottery
will begin next month and
will take place twice a year.

Chabot said officials of the
Western Canada Lottery
Foundation will work out the
details for prizes, but. he
assumes top prize will be
about $10,000.

He said the new lottery
will only be held twice a year
because “we don't want to
interfere with the other
lottery programs we have in
place.”

The minister said the mon-
ey will be used for medical

research, culture, heritage,
amateur sport, recreational
facilities and other projects _
already financed with lottery
funds.

“Maybe we'll be able to
take the recreational facil-
ities program out of the state
of moratorium if the instant
lottery is successful,” he said
in an interview.

Chabot said the new lot-
tery is not to “undercut any
other governnfént, but to
protect our turf.”

He said the B.C. govern-
ment would consider any new
federal government lottery

to be “an intrusion and a

violation. of an agreement
they have with the provin-
ces” under which the provin-
ces pay Ottawa to stay out of
the lottery business.

CALGARY (CP) — Iain
Baxter has a posh corner of-
fice on the 32nd floor of one of
downtown Toronto's most
-prized business addresses, an
expense account and what he
likes to call “a rather nice
salary.”

But he has never taken a
business or management
course, doesn't read Harvard
Business Review and isn't de-
voted to scaling the corporate
ladder.

Baxter, 47, is an anomaly
in the starched, harried ranks
of Labatt Brewing Co. exec-
utives. An artist by training,
he is employed by the brew-
ing company as a creative
consultant — an idea man,
someone other executives
can turn to for the perspec-
tive of the average guy.

“It all started last Novem-
ber when I met Labatt presi-
dent Sid Oland at a dinner
party and we got to talking
about the need for companies
to have people at the execu-
tive. level who didn't view
everything from the same
angle,” Baxter said.

He suggested to Oland that
Labatt needed a “guy like
me” who didn't have “the
normal business training”
and who could look at-prob-
lems in the beer business
from a fresh perspective.

On‘an ordinary day Baxter
breezes into the office about
10 a.m,, catches up on the
news, reads a beer-industry
clipping service and then
drops in on some neighboring
vice-presidents.

SKEPTICAL AT FIRST

“ Sometimes he has an idea
or two the executives might
have been too busy to consid-
er. Other times, he listens to
their thoughts, offers sugges-
tions, criticisms.and perhaps
a completely opposite point
of view. ©

“At first, they were a bit
skeptical,” Baxter said. “But
now they are starting to call
me with ideas they want to
kick around before bringing
them up in regular meet-
ings.”

During his spare time,
which is plentiful because of.
his three-day work week,
Baxter is one of Canada's
busiest and most-travelled
artists.

“This is the kind of thing
more companies should be
doing, especially when you

dustry is in a state of flux
with new ideas and new
products under develop-
ment,” Baxter said.

If more companies hired
poets, writers and artists as
special creative consultants,
they might find themselves
getting ahead of the competi-
tion rather than playing
follow the leader, he said.
