The assessed value of a house at $113,300 in 1981 had dropped to $100,300 in 1982; and a house with an assessed value of $159,150 last year had declined to $141,000 on 1982 assessment rolls. Turner explained that the drop in assessments was due to the “declining market.” Taxes are based on assessments of the previous year, and Turner pointed out that assessment figures are kept up to date. “We try to get sales from the land registry office right through to the end of the year... We feel we keep right on top of these things,” he said. For homeowners unhappy with their 1983 assessment, the deadline for assessment appeals is Jan. 20. And any homeowner who has not received an assessment notice for 1983 should report to the assessment office at 364-2501. Last year, appeals for Grand Forks, Trail, Midway and Castlegar districts totalled 1,750 — up from 495 the previous year. Turner says he expects this year will be “an average year" with appeals totalling approximately 800.
