Gasoline, diesel fuel tax rebates Rules for the refund of gasoline and diesel fuel taxes to handicapped persons in British Columbia have been broadened by the provincial cabinet. Persons receiving G.A.LN. for Handicapped benefits, or who would qual- ify for G.A.LN, for Handi- capped but are under 19 or over 64, have become eligible to apply for the fuel tax rebate. , As well, anyone who has permanently lost the use of their lower limbs is now eligible for the rebate. “The rebate program was established to benefit handicapped British Columbi- ans who face difficulties in getting around as a result of their disabilities," said Fi- nance Minister Hugh Curtis. At present, anyone who has lost a limb or who re- ceives a full war disability pension is eligible for the fuel tax rebate. The regulations are also being expanded to include persons permanently depen- dent on a wheelchair, among those eligible. "Until now, the rules have included only someone confined to a wheelchair,” said Human Resources Min- ister Grace McCarthy. “There is a difference — some people, though not per- manently confined to a wheelchair, are quite depen- dent on one. Multiple-unit pricing, for example, has remarkable sug- gestive powers. If items are priced at three for 99 cents for instance, they tend to sell more than the same items in- dividually priced at 33 cents. Odd-cent pricing is also a common practice in grocery stores and is based on the assumption that consumers will buy more when goods are marked with odd-cent prices. For example, a product will be priced at 29 cents rather than 30 cents, because many consumers will relate 29 cents to 20 cents more frequently than they will relate it to 30 cents, and thus think that it is a much lower price. Bright colorful signs and banners and phrases such as “every day low prices’ or ‘featured’? may lead shop- pers to believe that such items are on sale when, in fact, they are not. Being wary of such signs and having a good idea of regular prices can help you tell the dif- ference between genuine specials and simulated ones. The purchase of unnec- essary items is also encour- aged by tie-in sales or ‘‘hitch- hiking.’ For example, prod- ucts such as salad and seasoned croutons may be displayed in the fresh produce section next to the lettuce, or specialty meat sauces or coatings may be found near the meat counter. If you buy one item, you may also buy the companion product even though you hadn't thought it necessary until it was subtly suggested to you. This marketing tech- nique is aimed particularly at those who don’t shop with a list and often plan their meals as they shop. = UNFLOWER PETE’ Quote of the Week NEN EIS: People rarely succeed at anything unless they have fun doing it.
