The proposed legislation must still be given Senate approval and royal assent before they can be proclaimed as law, but the anti-tobacco lobby is already hailing the votes as a great vietory against a powerful and well- funded industry. “Tomorrow I start lunching with senators,” New Democrat MP Lynn McDonald, sponsor of one of the bills, said jubilantly on emerging from the Commons. “It's a major victory for a private Disarmament the member's bill, it’s a major victory for health organizations, for private citi- zens, for unions, for church groups who supported it.” McDonald's bill brings employees of businesses in the federal juris- diction — those who work in banks, for example — under the same um- brella as those on the federal payroll. Employers would have to guar- antee a smoke-free work environ- ment, although they could provide smoking areas that adhere to strict guidelines. And passengers on planes, ships, buses and trains would be guaran- teed smoke-free areas. The other bill, a government measure, would ban tobacco adver- tising in magazines, newspapers, television and radio broadcasts be- ginning Jan. 1. key at UN session UNITED NATIONS (AP) — America’s top arms control official, Lynn Hansen, said Tuesday the United States will keep testing nuclear weapons to preserve its nuclear deterrent. A senior Soviet official called such tests “immoral.” Speaking on the first day of a special four-week UN session on dis armament, Hansen added the U.S. won't try to pass a UN resolution calling for arms cuts by Third World countrigs. Hansen, assistant director of the U.S. Arms Control and Disarmament Agency, said: “We are not going to come here and insist that developing countries somehow change their de- fence priorities for the acquisition of arms. “Of course, we would like them to a west EDMOMES inment MALS and spend less money on arms and put more money into development of their own countries.” Hansen said if the United States refused to sell to a foreign country seeking arms, “they would go to another country that would say ‘yes’.” When asked why America keeps testing nuclear weapons, he replied: “The security policy of the United States and its allies is based upon the concept of deterrence.” At a separate news conference, deputy Soviet foreign minister Vlad- imir Petrovsky said, “We decline this strategy and policy of nuclear de- terrence, not only because of prac- tical unusefulness but because of the immoral nature of this kind of de- terrence - We think the time is right to stop the nuclear tests.” shion 7} 2 Days/2 Nights Return Airfare From 7} Airport Transfer & Much More.
