The Principal and Council members thanked him, and Mr. Andrews left the meeting at 8:15 p.m. MINUTES 2 MOTION: MICHELSON/BLYTH "That the Minutes of the regular meeting of March 14, 1974 be accepted." CARRIED PERSONNEL COMMITTEE 3 ( MOTION: BOGS/BEATTIE "That Council accept the resignation of Mrs. Frances Hatfield from the faculty of the Kootenay School of Art, effective June 30, 1974." CARRIED FACILITY PLANNING COMMITTEE 27 MOTION: VEREGIN/CHRISTIE "That, whereas the Council of Selkirk College has determined that it is necessary to construct and equip buildings for college purposes pursuant to Section 254(2) of the Public Schools Act and has caused to be prepared detail ed estimates of capital expenses for these purposes totalling $1,484,500 as set forth below; "Therefore be it resolved that, pursuant to Section 254(2) of the Public Schools Act, the Council of Selkirk Coll ege requ ires the participa ting Boards of School Trustees to provide for the borrowing of money for such purposes in the manner provided in subsection (1) of Section 217 of the Public Schools Act, not to exceed in the aggregate $1,484,500; ·Page 6 Selkirk College/Co~lege Council "A. CARRIED 28 MOTION: MICHELSON/JACOBSON "That Council approve that the Department of Public Works of the Province of British Columbia administer the contract on behalf of the College Council." CARRIED 29 PRINCIPAL'S REPORT Mr. Michelson submitted his report on regional bargaining for College staff, dated April 10, 1974. Dr. Fraser spoke to the following items: 30 (a) Melding - A meeting of the Council of B.C. Principals has resulted in joint action between Colleges and the B.C. Construction Association. (b) Melding Committee is looking at the type of contract which will be suitable for both campuses. CcJ Apprentice Training - Mr. Underwood informed Council tnat tne Department of Labour has approved Selkirk College for offering Heavy Duty Mechanic Apprentice training. This is a major precedent for the Nelson Campus as we have previously been held back from apprentice training in the Kootenays. Mr. Underwood was congratulated for this important development. (d) Selkirk Summer Program - now organized for 1974. (e) Welfare Aide Program - A decision will be made following a workshop to be arranged by Mr. Levi. (f) East Kootenay College Program - A Proposal for Development of a Cooperative East Kootenay Selkirk College Extension Program was distributed to Council. (g) Copies of two letters - one to Mrs. F. Gilbert, Chairman of the Board, S.D. 112, and one to the Honourable Eileen Dailly were distributed. Page 7 Selkirk College/College Council NEW BUSINESS 31 Mr. Christie reported on a one-day seminar held in Vancouver, which had been attended by the Selkirk College, Nelson Campus student representative for a maximum of two hours. 32 The Principal gave a brief report on the graduation ceremonies being given in separate groups. Mr. Chapman requested that Council members be informed in advance of the respective program dates. An automatic mailing schedule will be arranged. 33 Mr. MacGregor spoke to a document from the Kootenay School of Art which requested an interim teaching break. Dr. Fraser suggested that it be articulated with Manpower for the coming academic year. 34 MOTION: WALLACH/BLYTH "That Council investigate the possibility of the Kootenay School of Art having an interim break in the academic year, 11 CARRIED 35 Miss Anderton, Mrs. Flood and Mr. Williams, Mr. MacGregor and Mr. Underwood left the meeting at 11:50 p.m. NEGOTIATIONS WITH FACULTY 36 Mr. Bogs stated that negotiations had been discussed at the previous personnel committee meeting. Dr. Fraser also spoke to this item, and distributed a Summary Statement dated April 11, 1974. The document will be sent to the Negotiator. The Principal requested that the Council members go over it carefully to ensure that it reflects their exact understanding of all items. NEXT MEETING 37 The next regular Council meeting will be arranged for an evening in the last week of May.
