A large plaque will be unveiled on the outside of the Langham building, a restored three-story heritage buil ing now an arts and cultural centre. This plaque has to do with another part of B.C.’s history, those dark days in the 1940s when 21,000 Canadian citizens of Japanese des- cent were stripped of their civil rights, forcibly uprooted and inter- ned by the Federal Government of Canada. Their properties, businesses and community facilities were confis- cated and sold without consent while most were later forced to disperse Canada. Sachdev said 81 per cent of adop- tees, 69 per cent of adoptive parents and 88 per cent of biological mothers interviewed approve of the release of identifying information, but with significant qualifications. Sachdev said resistance to dis- closure comes from misconceptions about how the people involved will act afterwards. Adoptive parents say they ap- prove of the exchange of information, but “if we really probe them, there are a lot of reservations,” Sachdev said. Older adoptive parents are the most comfortable about opening up records, while middle-aged parents of teenagers were apprehensive, he said. Adoptive parents strongly op- posed releasing the identity of an adoptee to a biological father, while a slim majority of adoptees favored giving them the information only with the consent of an adoptee over 18. Most provinces already have some form of registry that helps biological parents and offspring find each other. Ontario and Saskatchewan will conduct searches for birth parents at the request of adoptees, but other provinces have registries in which reunions will occur only if both parties happen to register their. names. U.S. to pay for war suffering WASHINGTON — A §$1.2-billion apology to 60,000 surviving Japanese Americans interned by the U.S. government during the Second World War is expected to be cleared next week. Although both the House and Senate had overwhelmingly ap- proved similar bills authorizing a tax free $20,000 payment for surviving former internees within the next 10 years, a conference committee was needed to iron out their differences. The bill includes: © An apology from Congress on behalf of the American people. e The $20,000 in tax-free compen sation for survivors. e An education trust fund of $1.3 million to help“enstre that such a violation of civil rights never again occurs and to review administrative decisions and criminal convictions “influenced by the hysteria of the time.” To qualify, a former internee must be living when the bill is signed into law. Payments to those who die after that time may be made to the surviving spouse, children or par- ents. Former internees will have 18 months in which to refuse the pay- ments if they wish to initiate or con- tinue to pursue a lawsuit.
