Jan Hamann, operations manager at the Arrow Forest District, said a gov- ernment oversight forced the district to notify SFP Monday that it was to stop logging one of its blocks of land. “It was a legality overlooked that shouldn't have been,” Hamann said. But while Hamann was dismissing the problem as a technicality, members of the Valhalla Society in New Denver- were expressing outrage. “It’s a shock to find out what (Hamann) is saying,” chairperson Colleen McCrory said. “And it just con- firms what we’ve been saying all these years.” At issue are pre-harvest silviculture prescriptions, known as PHSPs. “They knew all along that cutting was being allowed without PHSPs,” McCro- ry said. “It’s their business to know, that’s what the Forest Act is all about. If t ae not responsible for knowing, who is? PHSPs were introduced by the gov- ernment in 1987. The guidelines require aseven week advertising procedure as part of the public process before timber harvesting begins. “We had approved (SFP’s) cutting permit under the old guidelines, then — changed (in 1987),” Hamann said. The problem was discovered by a re- cent internal audit. “We had to do some research and go back,” Hamann said: “We hate to have it happen to ourselves, but it did.” The SFP cutting permit that was sus- pended is in Wensley Creek. Hamann said the permit is made up of five blocks representing 148 hectares of land, most of which has already been logged. Two blocks of land had harvesting un- der way in 1987. Hamann said the rest of the logging took place after PHSPs were introduced. He said the remaining block, number five, has been 40 per cent logged. McCrory said the Valhalla Society is considering legal action to force the Min- istry to tighten up enforcement. “We've been saying for years that the Ministry of Forests is flouting the Forest Act and betraying the public interest in the mismanagement of our forests,” she stated. “This is more proof.” SFP’s cutting licence near Nakusp is probably not the only one of its kind in the province to be overlooked. “We were getting them down here by the boxload,” Hamann said. “There’s at least 60 to 70 permits and about 400 blocks of land. “The key to this whole thing is the way we view it. As far as the Arrow For- est District is concerned, Slocan Forest Products’ operations were well done and carried out in a satisfactory manner.
