Rust said an added four acres have been cleared at the cemetery site under winter works, He said it will be necessary to utilize the added area within a two or three year period. He said Kinnaird would like an underground water sprinkler system installed at the cemetery utilizing rubber pipe and not buried too deeply since the system is used only during the summer. WATER SUPPLY. Mr,-Rust said Kinnaird has purchased porperty for a water tank site and would like Castle gar’s approval of installation of a water system to serve the cem- etery although under the foint bylaw by which the two villages are responsible for the cemetery, Kinnaird can. proceed with im- without ies Mutual Problems Discussed _|you proposing to’ buy the tank S.|taughed and answered: "I thought Twin Villages three-quarters of the available war ter, Castlegar commissioner R, C. Maddocks smiled and asked: “Aro from us?” to which Mr. Rust you'd be generous and give it to ua’? Castlegar village chairman Aage Sylvest also smiled and in- terjected: “You're both still basic- ally right; it's just the price un- der discussion.” - Both Mr. Sylvest and Mr. Mad- docks indicated that the tank would be available and Mr. Sylvest asked Mr. Maddocks, as parks chairman, to meet with represent- atives of the .Village of Kinnaird to view the tank and make a re- commendation to council, MAIL DELIVERY Castleger commissioner V. R. Cook said a survey had been con- ducted by the post office for mail delivery in both Castlegar and Kin- naird and the two villages are 600 residences short for such a ser- vice. of getting Ce that if Robson However, said ‘r. Rust, he feels Castlegar “should be in the picture on major expenditures.” - Mr. Rust said Kinnaird has never charged for the water used at the cemetery “and in the broad sense this is very unrealistic.” Ie said that the cemetery uses a great deal of water in the summer mon- ths and that water is also required for the Kinnaird Park. The Kinnaird commissioner then mentioned the . 42,000-gal. water tank which Castlegar’ ob- tained when it took over the Sher- biko water system. He said the relative use of water by the park and the cemetery would see the park using one-quarter of any wa- ter available and -the cemetery 2 LANL PUBLIC NOTICE ‘St. David's Evening Guild will hold annual Valentine's Tea and Bake Sale in the un- dercroft ‘of St. David's Sat. Castlegar commisisoner Frank Richardson . asked if Kinnaird would be interested in the use of Castlegar’s. garbage truck, Kin- naird village chairman Carl Loe- |=] blich answered that his village had just bought ‘another used truck but “we're still open to dis- cuss_ the. matter.” Mr. Sylvest said that Castlegar had once studied the matter but found they could not do the job for less than Kinnaird was present- Ty paying. He said “off the cuff” he did not believe that Castlegar could collect Kinnaird’s garbage for the $3,500 it is presently cost- ing that village. Castlegar municipal clerk Joe Logelin said Castlegar's yearly $7,- 000 garbage costs included mach- inery . and labor. .casts . involved. with® the! operation ofa sanitary landfill garbage. dump. |; . ‘Maybe: we © should « o! to pick up your garbage?” laughed Kinnaird .commissioner Ron Giles. Mr. Sylvest: said - Castlegar would review its. garbage coilec- tion costs, He said’ that the last time Castlegar Iooked at the pro- bage “We 'looked at it as a break. even proposition. We did. nat ex- pect to make a profit doing it for you.” « OLD CASTLEGAR DUMP Mr. Sylvest said that for Kin- naird’s, information, the highways has made overtures to SVN TU} Cs#Reaar to obtain, the-old Castle. ‘(Cherished fra: For Valentines grances to compliment her .. He added that Castle- gar has asked the department if it has equivalent property to. trade for the dump instead of paying for it... ‘To this Mr. .Loebilch answer- ed that Castlegar was “smart” since a village is better off-to own property rather than having to buy more property at a later date at a higher cost. ‘REGIONAL PLANNING Mr, Maddocks asked whether. the ‘setting up of a regional. plan- ning area under section 720 of the municipal act. had been contem- plated. He said ‘that at one time one had been studied for Trail and District but the emphasis at that time was on Trail and not on this area, Mr. Rust answered that, as he recalled, the schedule of costs with such a regional planning aren would be quite high. i UTILITY BUILDING Kinnaird commissioner Pat Romaine said that the need for a utility building for ‘the cemetery was becoming important and Cas- tlegar. commissioner. V..R. Cook suggested that Castlegar’s old park concession booth be considered. RECREATION: Mr. Maddocks suggested that both villages ‘consider ‘either a joint-municipal. or district -recrea- tion commission which would oper- ate recreational facilities and such cultural activities: as.the libraries. He said that such: a ‘commission would be able to tax on'a district basis for-such activities.
