The system of inches and pounds, although fading from most of the world, still dominates the vocabulary of the American marketplace and the average citizens, despite a law passed 12 years ago to encourage voluntary metric conversion. : G.T. Underwood, the U.S. government's chief metric official, says American firms trading outside the United States are, in fact, making the transition and the metric system will probably be No. 1 throughout industry by the year 2000. But “social conversion” — a distinction Canada chose not to make when it started on the metric road in the early 1970s — won't happen until Americans are comfortable with it, Underwood added. And that, he said, could take a long, long time. DUAL USE 0K Although he says conversion by industry is essential, Underwood sees little wrong with continuing to judge the heat in Fahrenheit and buying hamburger by the pound while a “subliminal education process” makes the metric system gradually more familiar. “The temperature sign on the bank doesn’t influence the economy of Ottumwa, Iowa, one iota,” said Underwood, director of the U.S. Commerce Department's Office of Metric Programs, in a telephone interview from Washing- ton. “But if there's a factory in Ottumwa that's shutting down because they're not selling their goods abroad or they're not i it with h that's available around the world, or not forming joint ventures with companies whose products are metric — those companies are going to lose jobs.” IMPOSED METRIC Canada mandated conversion to the metric system for retail food, gasoline at the pump and home furnishings — often with controversy — and has promoted it in all other sectors of the economy. About five years ago, Canadian schools were teaching the metric system to the exclusion of the imperial system up to Grade 8, said Robert Steele, chief of measurement information in the Consumer and Corporate Affairs Department. In the United States, manufacturers of cars, farm equipment, machine tools, pharmaceuticals and chemical packaging are among those who have converted fully or substantially to metric. Officials say most of the largest U.S: companies use metric to some degree.
