CASTLEGAR INFLATION DOWN TO 4.4 PER CENT OTTAWA (CP) — Inflation dropped to a 13-year low of 4.4 per cent last year and Finance Minister Michael Wilson is predicting it will remain below that level in 1985. Figures released by Statistics Canada Tuesday show consumer price increases have slowed to their lowest rate since 1971 when inflation was 2.9 per cent. The inflation rate tose during the mid-70s to more than 10 per cent, then dropped to just below eight per cent before hitting a recent peak of 12.5 per cent in 1981. The government agency also said Tuesday that inflation- for December was 3.8 per cent, down from 4.0 per cent in November. Wilson said Tuesday he is pleased with the drop in inflation, adding he thinks it will remain below the 1984 level this year. In his Nov. 8 economic statement, which set out the broad economic policies of the Conservative government, Wilson predicted inflation would be 4.5 per cent in 1984, 4.1 per cent in 1985, and would average 3.8 per cent between 1986 and 1990. Liberal MP William Rompkey, his party’s consumer affairs critic, attributed the decline to policies the Liberals put in place before losing the Sept. 4 federal election. “What we're seeing now is a continuation of a process that began two years ago with six and five (the Liberal restraint program),"" Rompkey said in an interview. CLAIMS CREDIT “I believe firmly that was the policy that started to bring inflation down and we're seeing the tail-end results of that policy now. | don't think this can be in any way to Tory policy, if in fact there is any."’ But New Democrat House Leader lan Deans said neither the Liberals nor the Tories should claim credit for the decrease in inflation. ‘Major contributing factors are lower interest rates — and neither government did anything of any significance in that regard, in fact both made it quite clear that they could do nothing about high interest rates, so they can hardly claim the credit for the lower ones — and the very high levels of unemployment. “Those two things are the major factors here. If the, government wants to claim the credit for the high unemployment, they may do so." The Tories, who came to office in September promising to turn the economy around, have claimed credit for the drop in unemployment from 11.8 per cent in September to 10.8 per cent last month, and for the decline in the Bank of Canada rate which decreased to 9.72 per cent last week from 12.39 per cent the first week in September. Is sterilization ok for retarded? OTTAWA (CP) — Do Canadian judges have the power to order the sterilization of mental incompetents to prevent pregnancies? The question will arise when the case of Eve, a young woman from Summerside, P.E.I., comes before the Supreme Court of Canada on June 4. Eve was 23 years old, a student at the Occupational Training Centre in Charlottetown and away from home for the first time, when the affair that prompted the case arose. She was seen holding hands with a male student, also retarded They tried to be together in classes, at lunch, at coffee breaks. They talked of marriage. HAVE RIGHTS “The Eves of this world, regardless of how retarded, are nevertheless persons with rights,” the judge said. “One of these rights is the inviolability of their persons from involuntary trespass. This right supercedes that referred to by (a doctor) as the right to be protected from pregnancy.” He said a judge can't order surgery on a retarded person for “solely contraceptive reasons.” But the provincial’s appeal court, in a 2-1 split, over-ruled McQuaid, made Eve a ward of the court and ordered a hysterectomy The 1981 ruling was stayed pending an appeal to the Supreme Court of Canada and Eve, who will be 30 next month, has yet to be sterilized.
