Chretien said that despite the recent sharp rise in world oil prices, he doesn’t favor a government-im- posed ceiling on prices right now. “1 don’t think the situation is such that you have to regulate the price at this moment,”” Chretien said after government of Pierre Trudeau created problems for the Alberta Oil industry. Chretien promised if the Liberals vernment, ‘‘our policies A new Liberal energy policy will be based ‘‘on a full understanding of the needs and problems of producers and marketers. “Energy policy, must be clear and straightforward, It must be fair and a Liberal din- ner. But a new price ceiling might have to be considered if world prices con- tinue rising, the Liberal leader con- ceded. ‘If ever it were to come to that, it would depend on what is happening elsewhere in the world,” he said. “1 will be the government in two years. I don’t know what the price will be at that time. You ask me when I am prime minister.’’ At an earlier news conference, the Liberal leader-said if any move were made to regulate oil prices, a dif- ferent mechanism than the old national energy program would be used. He said the Liberal gover- nment of the day had intended to give a price break to consumers, but found Quebec and Ontario seized the opportunity to raise their own petroleum taxes. The program, which was killed by the federal Conservatives after they took office in 1984, cost Alberta millions of dollars and was reviled in the province. In his speech to about 500 Calgary Liberals, Chretien admitted that energy deals cut by the former y,”" he said. Chretien, visiting Calgary on the heels of a stop earlier this week by Prime Minister Brian Mulroney, lashed out at the proposed goods and services tax. The tax is unfair and regressive and would hit hardest at those least able to pay it, Chretien told his audience. But he conceded later that if he forms a government, some sort of new tax measures will have to be im- posed to replace the existing manufacturers sales tax. “The Mulroney GST won't be there,” said Chretien. ‘It will. be a different tax and it will be a fair system of tax. “I’m sure you will pay taxes if I'm the government,’ he said. “If you're not on welfare, you will pay taxes.”” In his speech, Chretien accused Mulroney of splitting the country. Canada used to be an example to the world, he said, promising to restore tolerance and understanding among Canadians if the Liberals return to power. The Reform party talks about Senate reform as a way to give power to but it will take Liberals to actually do it, Chretien said. The new party ‘‘can talk until they die,’ but they will never be able to form a government, he said.
