Liberals cost the taxpayers a minimum of $688,850,
government officials indicate.

. That paid for answers to about,4,675 of 5,889 written
questions during the last session“of Parliament.

But the cost is not going to put an end to one of the
few routes the MPs have to get detailed answers: from
Liberal cabinet ministers. :

By the second day of the new parliamentary session’
which began last 180 written had
been put on the order paper, including one asking for the
salary range of 114 officials of Canada Post Corp.

However, no MP came close to beating iformer,
Conservative MP Tom Cossitt, who had submitted more.
than 150 written questions in the first few. days of the last
session,

who died March 16, 1982 and was succeeded jin the
Commons by his wife Jennifer, aimed a healthy portion of
his questions at Prime Minister Trudeau and his spending
habits. The rest of the questions were aimed at such
things as the RCMP, public servants and their salaries,
national security and Crown corporations,

Cossitt's constant use of..written questions and his

limited success in getting replies through the “years
showed up one last time last week, when all the
unanswered questions died with the 3'-year session.

reintroduced by ‘Tory external affairs critic Sinclair
Stevens.

However, that effort does not qualify a question for
success, as emphasized by another Cossitt question
buried in the pages and pages of now-dead requests:

and silky charms of Brian Mulroney, the Progressive Con:

leader, capitalizing on the party's will to unite to win,
quickly exerted control.

Mulroney put his own team in place, appeased his
defeated leadership opponents and started to find his feet
after a shaky start in the Commons.

Long past are the fears that a divisive leadership
campaign would destroy the party's popularity: Current
polls suggest the Tories would win a massive majority
government,

unsuccessful leadership bid in 1976 and threatened to hurt
again this time as an adviser warned that delegates had a
‘feeling there is no substance.”
That is one reason why Mulroney published a book of
: speeches called Where I stand at the outset of his campaign.
Now that he is leader, critics and political opponents are
asking where exactly his Tories stand and there are signs
the payty is torn about whether, when and how it should
answer.
Mulroney’s broad outlines suggest a Tory government
would be less tighter or ding and closer
to the United States. He also spelled out a fairly specific

peace policy.

said little new about what the Tories would do.

It remains to be seen how he will achieve the conflicting
goals of cutting the federal deficit and some taxes while
spending more in a variety of areas such as defence and
health-care funds for the provinces.

The Tories have long memories. In 1974 their lead in
polls evaporated after Trudeau ridiculed Robert Stanfield’s
policy on wage and price controls. Attacks on promises to

may have helped deny them a majority in 1979 and contri-
buted to their loss in 1980,

“I don't see why Mr. Mulroney should spring fully
clothed with policy in every direction when it’s neither wise

there'll be lots of it around.” 5,

External affairs critic Sinclair Stevens says the demand
for details is an attempt by the Liberals to get the spotlight
off their own record.

Indeed, Trudeau advisers admit the long list of

Stevens says the Tories will announce policies during an

“It wasn't really hard, but there's nothing worse than an
essay,” sighed one business student who failed.

People involved in education at junior high and high
school levels were quick to jump on the bandwagon

George Little, head of the English Department at
Simonds High School in Saint John and leader of the
provincial NDP, said the brouhaha over illiteracy in the
public school system is based on a misconception.

TEST ‘INACCURATE’

“Any one short test of a student's writing is bound to be
inaccurate because that’s not what writing is about — it's a
Process not a product,” Little said. :

“Tve got some students this year who are the best I've
ever seen... students write with a great deal of thought
and concern for what they have to say, and they are given an
opportunity in New Brunswick schools to write more than
ever.”

Little and several school supervisors suggested reading
and writing problems seem to be on the increase because
more students are going to universities these days, not just
the cream of the crop as in years past. Universities, now
accept aboiit 20 per cent’ of high school graduates, up from
the average four per cent ushered into the ivy halls of
learning 80 or 40 years ago.

Richard Thorne, vice-principal of the Saint John High
School, said he once chided a university professor over the

was breathing.

“Oh, we're not that busy,’ ” the professor told Thorne.
DISPUTES FINDINGS

Teachers’ Association, said it is doubtful there is a

student-teacher ratios in the country, with an average of 29
or 80 students to a class and many approaching the
maximum of 84 students.

Tronically in 1976, the latest year for which figures are
available, New Brunswick also hsd the second highest
number of people who finished school before Grade 9.

A report on illiteracy by the Canadian Commission for
UNESCO said the 1976 figures show that 36.7 per cent of
New Brunswick's population of 440,820 quit school by
Grade 9. The only province with a higher drop-out rate was
Newfoundland.
