By DONHARVEY _ Mayor Audrey Moore: hopes to learn by Wednesday whether the civic centre borrowing bylaw will be allowed on the Nov. 15 ballots. The bylaw, approved unanimously last Tuesday at a special session of Castlear city council, would permit the borrowing of up to $2-million for con- struction of the proposed centre on Columbia Avenue betmean & 8th and oth streets.
