The province of Quebec passed a law in January 1987 that restricts smoking in publicly funded build- ings such as arenas and hospitals, and on public transit. Smoking is res- tricted at Montreal city hall under the provincial law. The law isn't always strictly applied every- where across the province but pressure is on puffers in places like the Olympic Stadium, home of the Na- tional League Montreal Expos, where smoking in the stands is banned. Montreal Mayor Jean Dore promised a bylaw on smoking last year but a committee set up to study the issue has barely begun work. Meanwhile, some restau- rants have joined the anti- smoking trend. One advertises its prohil through its name: Le Pou- mon rose (the pink lung). “Non-smokers in Quebec have let their toes be stepped on for too long,” says the restaurant's own er, Micheline Perreault. Nowhere is the cam- paign more fierce than in the workplace. “We're seeing guerrilla warfare,” says Renald Chabot, director of Clini- que Notre-Dame pour fu- meurs, a Montreal stop- smoking clinic. “Clans are forming — it's a match between smokers and non-smokers,” Chabot said. “People are squealing on co-workers, others are installing smoke detectors in bathrooms — it’s become a witch hunt.” Quebecers once seemed immune to the anti-smok. ing trend. Until the early 70s, a majority in the province smoked. Now, 39 per cent of Que- becers over 15 smoke, compared with the Can- adian average of 35 per cent, according to Health and Welfare Canada. But compared with other cities, Montreal is still something of a haven for smokers. Almost every major city in Canada has an anti-smoking bylaw. Quebec's provincial law lacks bite: With only one inspector for the whole province, smokers disre- gard the law. But in Montreal, the days of unfettered smoking may be numbered. “Smokers are beginning to feel threatened,” says Lise Blouin, head of the Quebec council on tobacco and health. “A change is happening.
