The Canadian Red Cross Society a Poachers should be forced to pay hard cash for any wildlife killed or wounded as a result of their activities, says the B.C. Wildlife Feder- ation. BCWF delegates repre- senting more than 35,000 hunters, anglers and conser- vationists province-wide de- cided at their recent annual convention that poachers should pay a compulsory re- imbursement fine to help off- set the loss of fish and wildlife resulting from illegal hunting and fishing. hunters and anglers through a surcharge on provincial hunting and fishing licenses. The money is kept separate from other government rev- enue and the interest earned funds fish and wildlife reha- bilitation projects around the province. This year alone, the fund will finance 105 fish, wildlife and habitat related projects worth $2.8 million. Since its inception in 1981 the fund has financed 900 such pro- jects with a total value of more than $17 million. ‘Each animal represents considerable value to all the people of B.C...’ “Each animal represents considerable value to all the people of B.C., including an- glers, hunters, bird watchers and recreationists of all kinds,” the Summerland Sportsman’s Association said. Delegates felt the fines would be more than justified, given that similar reim- bursement is mandatory for those convicted of illegally killing domestic animals. The new fines should be in addition to — not replace — fines levied for the offence, delegates decided. ; And any money generated as a result should not go to general revenue; but be paid directly into the Habitat Con- servation Fund, according to the BCWF delegates. The HCF is funded by Ifthe BCWF convinces the government reimbursement fines are a good idea, the HCF budget could increase dramatically. The BCWF pegged suggested fines of $2,500 for any endangered species, $2,000 for grizzly bears and $1,000 for most big game species. Wildlife Branch director, Ray Haliday said during the convention that poaching is on the increase across the province, especially by pro- fessional poachers trading in the illegal market for animal parts. Environment Minister John Cashore addressed the problem by saying 15 new conservation officers would be hired and a new covert-op- erations section formed to help combat poaching.
