Forensics later determined Stalinski died as the result of a gunshot wound. RCMP say upon investiga- tion, a small amount of cocaine and drug para- phernalia was found. On Nov. 6, Nelson RCMP discovered the body of Hawes in his car eight km up the Laska Creek road near Harrop. A coroner's investigation revealed Hawes had died due to carbon monoxide poisoning. A small amount of cocaine was discovered inside the vehicle. Ballistics tests conducted on a large calibre d to Hawes confi it was the weapon used to murder Stalinski. - Grand Forks SUN STAFF The Castlegar School District board has a new chairman. At an organizational meeting held Monday, trustees elected Evelyn Voykin to sit as chair- man and former chairman Joanne Baker to sit as vice- chair, Both Voykin and Baker were nominated for the chair, result- ing in a secret ballot being con- ducted in Voykin's favor. " James and Maralee Tycquet Vand other residents of the Cedar Crest Mobile Home Park on Columbia Avenue have emerged victorious in proceedings against the owner of the park, J.B. Hor- ‘wath, of Sooke, B.C. When the Tycquets and other residents of the park were noti- fied in February, 1994 that their pad rental would increase, they were annoyed, but realized there was little they could do until the pending legislation became law. The Tycquets pad rental jumped to $197 from $160 a month. The amendments to the Tenan- cy Act provide for regulation of rental increases and provides a procedure for settling disputes. Until the amendment became law in December, 1994, people such as the Tycquets had no recourse for sudden rent increases. But that changed. “As soon as the legislation changed, we went through with it,” said Maralee Tycquet. ; Joining the Tycquets in the fight were 35 other tenants of the park. “People decided we had to do something about it,” said Jim Tycquet. But no sooner were they orga- nized when they received notice on Feb. 1, 1995 of yet another increase. Still reeling from the rental increase notice, the Tycquets received another notice of rental increase on July 31, 1995. Their rental would jump to $240 from the previous $227. In total, their pad rental increased 55 per cent in 17 months. The Tycquets say they tried tc speak with Horwath when notice of incréase was first given, but were dissatisfied with the out- come of the discussions. “We talked with him on the phone about the increases and that he wasn't pulling his own {weight}. There is no water at times and the sewers back up on a regular basis,” said Jim. “He said he puts out more per lot than he brings in and rents were going to keep going up as often as he legally can.” . » AS provided by the amend- ments, a committee was then formed in which all parties would have an opportunity to participate in discussion, and hopefully reach an amicable conclusion. But the talks fell apart, said Jim, when Horwath refused to participate. The Tycquets then decided to Progress to the next step in the resolution procedure as set out by the Tenants Act. “In January, 1995 we decided to apply for a rent review. By then the amendment had been passed.” The rent review was held in June at the Government Agents office in Trail.
