Surplus electrical energy from the Province of British Columbia, The quantity
and type of electrical energy to be removed each year from January 1, 1994 to
December 31, 1998 remains unchanged from each year of the previous three

(a) Carrier tansters — the firm carrier wanster of energy for wheeling through
the United States and simultaneous return to Canada, up to a maximum of
50 gigawatt-hours in any consecutive 12-month period
Interruptible transters — export transters for sale, equichange, storage and
adjustment transters of interruptible energy, up to a maximum of 1.000
gigawart-hours in any consecutive 12-month period
Nscellanoous firm equichange — the export equichange of firm energy
with 250 gigawatt-hours being the maximum amount to be ‘exported in any
consecutive 12.month period
Circulating power — export transfers of unscheduled circulating power flow
with simultaneous return to Canada, up to a maximum of 1,000 gigawatt
hours in any consecutive 12-month period.
The export would be in accordance with the terms of its contract with Bonneville
Power Administration of the United States
The board wishes to obtain the views of interested parties on this application
before issuing a permit or recommending to the Governor in Council that a
Public hearing be held. The Directions on procedure that follow explain in detail
the procedure that will be used
1. The Application shall deposit and keep on file, for public inspection during
normal business copies of the application at its offices located at
Cominco Ltd.'s Administration Office, Trail, B.C. and provide a copy of the
application to any person who requests a copy. a copy of the application is
also available for viewing during normal business hours in the Board's
library Room 100, 311-Sixth Avenue S.W, Calgary, Alberta, T2P 3H2
Submissions that any party wishes to present shall be filed with the
Secretary of the Board, 311 - Sixth Avenue, S.W, Calgary, Alberta, T2P
3H2, facsimile (403) 292-5503, and the Applicant by November 18, 1993
Pursuant to Section 119 06(2) of the Act, the board shall have regard to all
considerations that appear to it to be relevant. In particular, the Board is
interested in the views of submitters with respect to
(a) the effect of the exportation of the electricity on provinces other than
that from which the electricity is to be exported
(b) the impact of the exportation on the environment; and
(c) whether the applicant has
() Informed those who have declared an interest in buying
electricity for consumption in Canada of the quantities and
classes of service available for sale, and
give an opportunity to purchase electricity on terms and
conditions as favourable as the terms and conditions Specified
in the application to those who, within a reasonable time of
being so informed, demonstrate an intention to buy electricity
for consumption in Canada
The Board will also conduct an initial assessment, pursuant to the
Environmental Assessment and Review Process Guidelines Order, of the
potential environmental effects and the directly-related socio-economic
effects of the proposal. Written comments to be considered during the
Board's assessment shail be filed with the Secretary and should
accompany any submissions parties file to the application by November
30, 1993
Any answer to submissions that the Applicant wishes to present in
response to items 2 and 3 of this Notice of Application and directions on
Procedure shalll be filed with the Secretary of the board and served on the
Party that filed the submission by December 15, 1993.
Any reply that submitters wish to present in response to item 5 of this
Notice of Application and Directions on Procedure shall be filed with the
Secretary of the board and served on the Applicant by December 28, 1993
