Long-term anti-pollution laws | catch Celgar officials off guard bum ZEEBEN ‘Sun staff + Some new hard-line anti-pollution regulations won't be a problem for Castlegar's pulp mill in the short term—it's the long road which could mean trouble. The Minister of Environment, Lands and Parks, John Cashore, announced last week that virtually all chlorinated organic compounds [AOX] must be eliminated from pulp mill effluent over the next decade. The clean up will take place in two steps: the first is a reduction in pollu- tants which the local mill had fore- seen, but the second is total elimination and that has mill officials scratching their heads. “I am putting the pulp mill indus- try on notice that our government is launching a comprehensive program that is targeting a zero discharge of dioxins and other AOX compounds by the year 2002 or earlier,” Cashore stated in a government news release. “These new pulp mill regulations— the most stringent in Canada—are tough but fair.” Celgar Pulp Company Ltd.'s Castlegar manager Jim Browne said he has some ‘concerns with the announcement. “They [anti-pollution regulations] certainly are tough but fair...I don’t know,” Browne said. “We thought there would be discussions before the regulations came out.” He likened it to the government setting a highway speed limit. “Tf the speeding law is 55 you can go and say what you think the speed- ing law should be but it’s going to stay 55,” Browne said. The release stated the regulations will be implemented in stages. While the initial rules won't hurt Celgar, a long-term ultimatum could mean the end of the line for the mill. In the first stage, everyone who uses chlorine to bleach pulp must submit a time schedule by June 30, 1992, which ensures no AOX will be contained in liquid effluent dis- charged into the environment. Because Celgar is in the process of expansion and modernization, they have been removed from this regula- tion. The driver of the chip truck, 42-year-old Dwight Wilson of Castlegar, was charged with failing to stop at a stop sign oee Deal finally signed between Westar and Pope & Talbot Final sale must meet with Minister's stamp of approval SHARLENE IMHOFF Sun Editor After announcing nine months ago that it was putting its sawmill operations up for sale, Westar Group Ltd. has officially signed a deal which puts the Castlegar sawmill into the hands of Pope & Talbot Inc. of Portland, Ore- gon. According to reports, the final deal was sien Friday, and is now pending approval by the Minister of Forests, the director of Investigation and Research under the Compe- tition Act and the lenders to the Westar group of companies as well as the boards of direc- tors of both parties. A news release issued by Larry Bell, presi- dent and chief executive officer of Westar Group, states Pope & Talbot will pay approxi- mately $22 million for the plant in Castlegar, the Tree Farm Licence (TFL). other invento- ries and working capital. The sawmill compa- ny will also assume Westar’s ongoing reforestation liabilities estimated at $3.5 mil- lion. “The sale price is.disz in view of our expenditure of $26 million on the Castle- gar operation during the past three years However this operation has not been prof- itable, and completion of the sale will allow us to eliminate a cash drain and reduce the company’s debt,” said Bell. One of the reasons why negotiations were stretched was due to the sale of Westar’s TFL. Because of the cost of transporting logs from the north block of the TFL, Pope & Tal- bot Inc. did not purchase the total TFL from Westar. “We purchased the south block of the TFL, that is, everything south of the Trans Canada highway,” said Friesen. “We felt the timber in the north block was just too expensive to log and transport to the Castlegar mill.” The total amount of TFL purchased by Pope & Talbot, 214,187 Hectares, represents approximately 75 per cent of the allowable annual cut The TFL and the sale of the plant has been a major concern to Castlegar city council since the impending sale was announced last Spring.
