Saddied with a $4.5-billion deficit for unemployment insurance in 1984, the federal government introduced several changes that severely curtail benefits. The government is anticipating a $200-million surplus in the unemployment insurance account for 1985, partly because of the changes, said Richard Fix, spokesman with the Employment Ministry. Future yearly savings are expected to be similar. “We're not looking at savings in the billions; it's more like the $200 million expected this year,” he said. But he says he earned his severance pay. Antill's managerial job at a theatre chain was eliminated when the company ran into financial trouble last October. He was offered either ongoing salary and benefits or an immediate cash settlement of about $15,000. He accepted the lump sum. Eileen Antill, 61, who worked both full and part-time for the same company for 20 years, accepted a payment of $7,650. “Our financial situation was critical,” her husband said. When Antill registered for unemployment insurance benefits, he was told the payment was considered wages. He couldn't apply until next June — more than eight months after losing his job — when the government considered his wages spent. PAID FOR 35 YEARS Antill was flabbergasted. Wasn't the “money for job loss, past service and compensation for being laid off?” Hadn't he paid unemployment premiums for almost 35 years? The Antills say they soon will have to cash in Registered Retirement Savings Plan certificates. They're both looking for other jobs but “it’s much harder for people our age to find work,” he said. Under the new i benefits are delayed if an employee receives some type of severance pay and are diminished if he is receiving a pension. The changes mean lump-sum severance payments — i i i d leave credits, vacation pay, payments in lieu of notice and pensions in some cases — must be counted as earning income. An employee's settlement is converted into a weekly income and a date set when it is considered to have ran out. A person also loses on pension benefits. As of this month, if an employee is receiving a pension, his benefits will not be delayed, but they will be decreased. There are a few exemptions: If the pension is a return of contribution or a disability or survivor's pension, it is not earnings. Workers’ compensation benefits are exempt only if they are for permanent disability. Richard Fix denied the complaint that the system was unfair. “If you have 45 weeks of lump-sum payment, there's nothing to say you can't work at another job,” he said. “The basis of unemployment insurance is that a person must be without work and without pay to qualify.
